In Inner Mongolia, China, dozens of herders dissatisfied with the corruption and enrichment of local officials and the detention of petitioning villagers recently published an open letter to a group of senior officials, including Communist Party General Secretary Xi Jinping and Communist Party Premier Li Keqiang, through Radio Free Asia. The farmers and herdsmen hope that in the new year, the central government will implement the demands of the grassroots people.

More than 30 Mongolian peasants and herders from various soums (towns) in the Khorqin Right Wing Middle Banner in Tongliao City, Inner Mongolia, have been detained for long periods of time for petitioning, and their demands have not been heard by central leaders. They recently published an open letter through Radio Free Asia, asking senior officials in Beijing to address their grievances directly.

The signatories of the letter denounced officials of the Koyu Central Banner Committee, the Banner government, and the public prosecution and law enforcement departments, accusing them of shielding officials, playing favorites, backlogging petitions, retaliating against petitioners, and conniving to harbor village bullies and protect corrupt elements. Gao Wulong, a co-signer, told Radio Free Asia this week that they have repeatedly complained through official channels to no avail.

Gao Wulong said: We have more than a dozen townships, more than three dozen Mongolian herdsmen gathered together to jointly sign. Theft of grants to poor households is a common problem
