The CPC Central Committee today issued the newly revised “Regulations on the Work of the United Front of the Communist Party of China”, which added the tasks of “developing and strengthening the patriotic unification forces in Taiwan” and “continuously advancing the process of peaceful reunification of the motherland” to the United Front for Taiwan, and expanded the target of unity to include Taiwanese people at home and abroad.
More tasks have been added to the united front overseas, including “strengthening ideological and political leadership”, “enhancing overseas Chinese and international students’ love for the motherland and their understanding of the CPC and socialism with Chinese characteristics”, “curbing separatist forces such as Taiwan independence and safeguarding the core interests of the country”, and “playing the role of a bridge to promote friendship between China and foreign countries and creating a favorable international environment”.
The old version of the CCP’s United Front Work Regulations was implemented in May 2015 as a “trial”. Five years and eight months later, the new version of the regulations dropped the word “trial” and made several changes and additions. Among them, the additions and changes are particularly obvious in the tasks of united front work with Taiwan and overseas.
The old version of the united front mission to Taiwan is: “to implement the major policies of the Central Government on Taiwan, adhere to the ‘One China’ principle, oppose Taiwan independence and separatist activities, widely unite Taiwan compatriots, consolidate and deepen the political, economic, cultural and social basis for the peaceful development of cross-strait relations, and complete the unification of the motherland in the process of achieving the great rejuvenation of the Chinese nation.”
The new version of the mission of the united front for Taiwan reads, “To implement the major policies of the Party Central Committee on Taiwan, adhere to the ‘One China’ principle, extensively unite Taiwan compatriots at home and abroad, develop and strengthen patriotic unification forces in Taiwan, oppose the separatist activities of Taiwan independence, continuously advance the process of peaceful reunification of the motherland, and realize the great rejuvenation of the Chinese nation with one heart.”

In contrast, the new version adds “develop and strengthen Taiwan’s patriotic unification forces” and “continuously promote the peaceful reunification process of the motherland” and expands the target of unity to the Taiwanese people “at home and abroad”, but removes “consolidate and deepen the political, economic, cultural and social foundations for the peaceful development of cross-strait relations”.
As for the task of overseas united front, the old version of the regulations are: “cohesion of overseas Chinese, gather overseas Chinese wisdom, play overseas Chinese, protect the interests of overseas Chinese, guide overseas Chinese, returned overseas Chinese and overseas Chinese family members committed to the modernization of the motherland and the great cause of peaceful reunification, promote global anti-independence and unification activities, heritage and carry forward the excellent Chinese culture, and enhance the friendship between the Chinese people and the people of the world.”
The new version reads, “Strengthen ideological and political leadership, enhance the love for the motherland and the understanding of the Communist Party of China and socialism with Chinese characteristics among overseas Chinese and those who have studied abroad; inherit and carry forward the excellent Chinese culture and promote cultural exchanges between China and abroad; encourage overseas Chinese to participate in China’s reform and opening up and socialist modernization and integrate into the great cause of national rejuvenation; curb separatist forces such as Taiwan independence and safeguard the core interests of the country; and play the role of The role of bridges and ties to promote friendship between China and foreign countries, and create a good international environment.”
In contrast, the task of overseas united warfare increased by a number of, but deleted the “cohesion of the hearts of overseas Chinese, gather the wisdom of overseas Chinese, play the strength of overseas Chinese, protect the interests of overseas Chinese” and other words.
