Meng Jianzhu’s Big Butler ‘Deluded to Discuss Central Government’ Deng Zuling, Former Public Security Director of Chongqing, Double-Fired

Deng Cullin, former director of Chongqing Public Security Bureau, was doubly fired.

Deng Cullin, the former vice mayor of the Chongqing municipal government and director of the Chongqing Public Security Bureau, who fell six months ago, was recently informed by the Central Commission for Discipline Inspection that he was “doubly fired”. Deng, the fourth Chongqing Public Security Bureau chief to be investigated, was once the director of the Central Committee of Political and Legal Affairs, and was considered to be the chief butler of Meng Jianzhu, then secretary of the Central Committee of Political and Legal Affairs.

According to land media reports, the CPC Central Commission for Discipline Inspection (CCDI) announced on January 4 that Deng Cullin, a former member of the Chongqing municipal government’s party group, vice mayor and director of the Public Security Bureau, was expelled from the CPC and public office, and his qualification as a delegate to the 19th Party Congress was terminated, and his alleged crimes were transferred to the procuratorial authorities for examination and prosecution.

Deng Cullin was informed that in addition to embezzlement and bribery, he was also involved in “engaging in gangs within the Party to gain political capital” and “avid political speculation, deludedly discussing the Party Central Committee’s major policies and engaging in superstitious activities”.

On June 14, 2020, Deng Cullin was investigated for alleged serious disciplinary violations. The investigation, he irregularly accepted gifts, long-term acceptance of banquets that may affect the impartial execution of official duties; not in accordance with the provisions of the report on personal matters, the irregular selection and appointment of cadres; moral corruption, engaged in power and sex trade; willing to be “hunted”, engaged in power and money transactions, in the job adjustment and promotion, engineering contracts, business operations and other aspects of the use of the convenience of his position for the benefit of others, illegally accepting large amounts of money.

Two days before the investigation, the name of Deng Cullin had also appeared in public reports. Chongqing local media revealed that on June 12, 2020, Deng Cullin hosted a meeting to supervise key proposals.

Deng Cullin, born in March 1965, was a member of the Standing Committee of the Yichang Municipal Party Committee and Director of the Municipal Public Security Bureau in Hubei Province, Deputy Director and Party Committee Member of the Hubei Provincial Public Security Department (at the level of Director), Director of the Office of the Central Political and Legal Committee and Head of the Anti-Secession Guidance and Coordination Office; he was parachuted into Chongqing City in July 2017, replacing He Ting as Director and Party Secretary of the Public Security Bureau until his fall.

The head of Chongqing’s Public Security Bureau has traditionally been considered a high-risk position. In the nearly 23 years since Chongqing became a municipality directly under the central government, the city has experienced six public security chiefs, Chen Bangguo (1997-2001), Zhu Mingguo (2001-2006), Liu Guanglei (2006-2009), Wang Lijun (2009-2012), He Ting (2012-2017), and Deng Cullin (2017-2020), of the six chiefs, only Chen Of the six directors, only Chen Bangguo and Liu Guanglei landed safely.

Deng’s predecessor, He Ting, became the director of public security in March 2012, was removed in June 2017, and was later investigated. He Ting’s predecessor was Wang Lijun, who was sentenced to 15 years in prison for favoritism, defection, abuse of power and bribery.

Zhu Mingguo, who fell from the horse, left Chongqing in 2006 and was transferred to the Standing Committee of the CPC Guangdong Provincial Committee and Secretary of the Provincial Discipline Inspection Commission. He later served as deputy secretary of the CPC Guangdong Provincial Committee and director of the Guangdong Provincial Social Work Committee, deputy secretary of the CPC Guangdong Provincial Committee and secretary of the Provincial Political and Legal Committee before falling from grace on Nov. 28, 2014, as chairman of the Guangdong Provincial Committee of the Chinese People’s Political Consultative Conference. on Nov. 11, 2016, he was sentenced to death with a two-year stay of execution for taking bribes.

Three heavyweight senior officials in the Communist Party’s public security system fell last year: former Vice Minister of Public Security Sun Lijun, former Chongqing Public Security Bureau chief Deng Guolin, and former Shanghai Public Security Bureau chief Gong Daogan.

It is worth mentioning that all three of them were promoted and reappointed by Meng Jianzhu, a former member of the Political Bureau of the CPC and Secretary of the Central Committee of Political and Legal Affairs. Meng Jianzhu was promoted by Jiang Zemin and Zeng Qinghong along the way.

The news about Meng Jianzhu’s negative influence has also been frequently reported recently. Some Hong Kong media reported that Meng Jianzhu has been “seriously ill and hospitalized”, but is being closely monitored by the authorities, restricting his freedom and nailing the doors and windows shut to prevent him from committing suicide, just like the “replica” of the time when Xu Caihou, vice chairman of the military commission, was locked up in the military’s 301 hospital until his death.
