With the support of his wife, King Wen had no worries and concentrated on governance and education. Modest and compassionate, King Wen adhered to the legacy of his ancestors, ruled the country with benevolence and virtue, exercised rigidity and virtue, “opened three sides of the net”, respected virtue, protected the old and the young, and carefully punished and protected the people. He wore a simple cloth, but his heart was concerned about our land and our people, and when the people of the country were sinned against King Zhou, he redeemed the sinned people with his own land in exchange.

King Wen’s saintly virtue was like the wind blowing down the grass, which attracted many virtuous and famous scholars to join him. Bo Yi and Shu Qi, who were famous in history for resigning from their positions and living in seclusion in the mountains, heard that King Wen had great respect for the old man and also made a special trip to submit to him. These benevolent ways of governing by King Wen created a great political example that made Confucius dream of returning to the time of Zhou.

At that time, there was a land dispute between the people of Youyu and the people of Rui, and they could not settle the lawsuit. Since they heard that the marquis of Xibe was so holy and wise that all the vassals would seek his judgment if there was any dispute among them, they went to the Zhou state to seek Xibe’s judgment. When they entered the land of Zhou, they saw the following scenes: farmers gave way to each other in the field, and juniors always gave way to elders; when they came to the town, they saw men and women walking separately, and old men with gray hair did not carry heavy loads; when they came to the court, they saw scholars giving courtesy to the governor, and the governor giving courtesy to the minister. These two people came all the way here and felt groundless before they saw Xibo, saying to each other, “What we are fighting for is exactly what the Zhou people think they are ashamed of and don’t want, and going to see Xibo again is just humiliating themselves!” So they returned to each other and went away. When the vassals heard this, they all said, “Xibo is the king who has been appointed.

Later people respected King Wen’s concubine Ta Si as “Mother Wen”, and King Wen’s grandmother Ta Jiang, King Wen’s mother Ta Ren and called the “three mothers of the Zhou family”, is the world’s motherly model. Inheriting the virtues of King Wen’s grandmother Tai Jiang and mother Tai Ren, Tai Si worked hard day and night and diligently promoted the way of housewives and virtues of wives, and motherhood. In the late years of King Wen, the Zhou Dynasty was already “two of the three worlds”. “Wen’s mother, Tai Si, was revered by later generations as the “Ten Ministers of Zhou” (ten famous ministers of the Zhou Dynasty), and was the only woman among the ten ministers of Zhou.
