Colonel James E. Fanell, former director of intelligence and information operations for the U.S. Navy’s Pacific Fleet, said the Chinese Communist Party wants Joe Biden to be president in order to restore Washington’s decades-long but ineffective engagement strategy with China.
“There’s no question that the Chinese Communist Party wants candidate Joe Biden to be president,” Fanell said on New Tang Dynasty Television’s “Hot Topics Interactive.” He added that numerous state-run media and propaganda outlets, particularly the People’s Daily and Global Times, have spent the past year reporting positively on Biden and denigrating President Donald Trump.
Farnell said the Communist Party is “unhappy to have President Trump” as U.S. leader because his administration has ended and reversed a long-standing policy of strategic engagement that was instituted by Henry Kissinger, President Nixon’s secretary of state, and adopted by successive U.S. administrations, which encouraged economic and political reform in the Communist Party.
“We’re just preaching: ‘If we interact with the CCP, things will get better.’ For 40 years, that’s what we’ve been doing.” Farnell said. He then noted that the Communist regime has used bilateral contacts to build up military and economic power, threaten Taiwan’s existence, make territorial claims against Japan, provoke border conflicts with India and bully Southeast Asian countries in the South China Sea.
“We have done everything with them, but they have contemptuously rejected our goodwill.” “So, over the last four years, the Trump administration has broken with that thinking and challenged conventional wisdom,” he continued, (with the Trump administration saying,) “No, this is not good, and we need to stand up and challenge what the Chinese Communist Party is doing.”
Despite the apparent failure of the Kissinger engagement faction, the Biden administration, made up of Obama-era foreign policy makers, will see its revival. Farnell said.
“They’re going to revive the Obama-era program.” In effect, he said, “those in the Obama administration will be in the Biden administration dealing with China (the Chinese Communist Party) and telling us that we need to work (with the Communist Party).”
Farnell noted that this engagement strategy has produced a large group of “China experts” who have developed “deep ties” with the Communist authorities and have been treated well during their visits to China. In return, they published misleading articles in influential journals that distorted Americans’ perceptions of the CCP’s actual actions.
He said this is a campaign of influence, or political warfare, that the CCP has waged against the American academic elite over the past 40 years.
“We are told that the loss of manufacturing jobs from the United States to China is false.” He said, “Why accept this narrative from the U.S. and Washington elites when we have so many people out of work? What happened to all those deaths from opioids and fentanyl brought into the U.S. from China?”
