On September 25, the U.S. Department of the Treasury announced details of the implementation of the sanctions against the 11 Hong Kong and PRC officials, which include a prohibition on U.S. persons engaging in transactions with designated officials of the Hong Kong SAR Government and a prohibition on U.S. persons buying or selling property or interests in property of the 11 PRC and Hong Kong officials. Entities in which the sanctioned officials own, directly or indirectly, a 50 percent or greater interest are also subject to the sanctions.
The U.S. Department of the Treasury notes that U.S. persons should take care not to engage directly or indirectly in transactions with the sanctioned person’s supervisory SAR authority, such as entering into contracts, negotiations, or transactions directly or indirectly with a sanctioned person on behalf of a sanctioned person, without an authorization or waiver.
However, the U.S. Department of the Treasury also notes that it does not prohibit U.S. persons from engaging in transactions with the HKSAR government.
The U.S. Treasury Department announced sanctions against four Chinese officials and seven Hong Kong government officials, a total of 11 individuals, on August 7 of this year. They are.
