A Hong Kong man was arrested for allegedly inciting or abetting others to secede in violation of the Hong Kong National Security Law after chanting slogans for Hong Kong independence during a mourning rally in a shopping mall against the death of a man who fell from a building during a campaign to amend the Fugitive Offenders Ordinance.
The police said that the police have not been able to investigate the case, and that the case is now under investigation. In the meantime, Mr. Ma, who is known as the second generation of Captain America, shouted slogans such as “Glorious Hong Kong, Time Revolution”, “Hong Kong Independence” and “National Self-Reliance” in the shopping mall, and received sporadic responses from the citizens inside.
The police said that since the National Security Law came into effect in July, a total of 28 people have been arrested on suspicion of violating national security acts and activities.
After the passage of the National Security Law, the Hong Kong government issued a statement saying that the slogan “Glorious Hong Kong, Time for Revolution” has nowadays connotations of Hong Kong independence, or separating the Hong Kong SAR from China, changing the legal status of the SAR, or subverting state power. However, human rights organizations have pointed out that the statements in question may not meet international standards, particularly the Johannesburg Principles on balancing national security and freedom of expression, which state that speech may be prohibited when there is a substantial likelihood that it will directly provoke violence, and that the mere posting of slogans and slogans does not meet the restrictive premise of immediate provocation of violence.
