Recently, a number of internal documents of the Communist Party of China (CPC) have come to light, showing that the CPC authorities in Guangxi have issued a notice to set up two “seminar” and “transmission” institutions. Some analysts believe this is an alternative way for local officials to curry favor with Xi Jinping.
According to a May 16 disclosure by the Epoch Times, the media obtained a document issued by the General Office of the CPC Guangxi Zhuang Autonomous Region Committee on July 15, 2018, entitled “On the Issuance of the Work Plan for the Establishment of “New Era Civilization Learning Centers” (hereinafter referred to as “Learning Centers”) in cities and counties (cities and districts) across the region. The document says in the section of “Functional Positioning” that “New Era Seminar Institutes” (hereinafter referred to as “Seminar Institutes”) will be created in townships and villages throughout the region. The “Learning Center” will strengthen the guidance, coordination, training and services for the “Workshops”. At the same time, the party working committees of district organs, universities, enterprises, agricultural reclamation and two new organizations have set up “Learning Center”.
There are six points in the section of “Construction Standards”. For example, in cities and counties (municipalities and districts), a “learning center” is established, with the director of the center being the secretary of the party committee and the deputy director being the minister of propaganda and the minister of organization. The office is located in the propaganda department of the party committee, and regularly study “transmission” matters.
Previously, the General Office of Guangxi has issued the “Notice on the Issuance of the Work Program for Creating “New Era Workshops” in Townships (Towns, Streets) and Villages (Communities) of the Region” on May 5, 2018, which requires the full establishment of “New Era Workshops” in Guangxi. “New Era Seminar”” (hereinafter referred to as “Seminar”). The document also states that “this document is sent to the county regiment level”.
The document reveals that it is “a major and long-term political task” to create “workshops” in townships (towns and streets) and villages (communities) across the region, in order to learn and promote the implementation of “Xi Thought The program is “a major and long-term political task” to learn and implement “Xi’s thoughts”.
In the section of “creation criteria” mentioned six criteria, including site, institution, teachers, system, logo, information.

After Xi Jinping came to power, with the consolidation of his position in the Communist Party, especially after Xi Jinping’s thought was written into the Party constitution and the constitutional amendment to remove the restriction on re-election, which is said to be “set in stone”, various institutions, books and even software related to Xi’s surname have appeared frequently in official propaganda. The word “Xi” can also be interpreted as Xi Jinping’s surname, which is actually an alternative way to curry favor with Xi.
It is worth noting that the Epoch Times report also revealed that another CCP document shows that in 2019, the CCP quietly changed the name of the “Seminar Institute” internally.

The notice requires each township, each enterprise and institution to adjust the name of “Seminar” to “New Era Civilization Practice Institute”, and each administrative village to “New Era Civilization Practice Station”.
The term “New Era” is also from the full name of Xi Jinping’s thought, the so-called “Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era”.
