Recently, Hua Xiuzhen, the mother of Tan Hua, a victim of the domestic rabies vaccine, filed an application with the State Council of the Communist Party of China, asking the authorities to approve a march organized by parents of vaccine victims nationwide, and calling on the authorities to enact the National Childhood Vaccine Injury Law as soon as possible, and to protect the rights of vaccine victims in terms of schooling, medical care, and employment. Shortly after the application was issued, rumors spread on the Internet that Tan Hua had committed suicide by drinking pesticide at her home on the morning of May 17, and that Hua Xiuzhen’s cell phone was unanswered.
On May 17, Humane China director Wang Jianhong tweeted a video saying that Shanghai vaccine victim Tan Hua had taken a large amount of pesticide at her home on the morning of May 17. Tan Hua and her mother had recently been forced into house arrest once again.
In the video, Tan Hua sobbed uncontrollably, she said 1 year 365 days, 300 days are being stabilized, the authorities do not give money or living expenses or medicine, but also stopped the pension, “what’s the point of living?” Then Tan Hua picked up a bottle of orange liquid and said, “Here is a bottle of pesticide to drink directly, and then took the bottle and drank the liquid inside.

The company’s mother, Tan Hua, who has a master’s degree in business administration from Shanghai’s Fudan University and previously worked as a vice president of a company, was bitten by a pet dog in her neighborhood in 2014 and went to Yangpu Central Hospital to receive the Chengdu Kang Hua diploid cell rabies vaccine, which left her with encephalopathy, epilepsy, a rash, and sudden deafness.
The Shanghai Health Planning Commission did not acknowledge that Tan Hua’s illness was related to the vaccine, and she has been subjected to continuous repression over the past seven years for defending her rights, including two years of house arrest. Tan Hua’s mother, Hua Xiuzhen, was implicated in helping her daughter’s petition and was deprived of her retirement benefits, with a monthly low income of only 800 yuan in Ningbo and no money for medical treatment.
In March last year, Tan Hua had sent a suicide note on Twitter, accusing the authorities of persecuting herself and her mother over the years and saying, “For my family to resign itself to death, give two bullets!”
On May 14 of this year, Hua Xiuzhen sent a letter to the United Nations Commissioner for Human Rights Act, complaining of the serious inhumane and abusive acts suffered by Tan Hua. At the same time, Hua Xiuzhen also issued an application for a national demonstration for parents of vaccine victims, requesting a demonstration on July 1. The petition calls on the authorities to enact the National Childhood Vaccine Injury Law as soon as possible; and to formulate rules and regulations for medical rehabilitation, livelihood assistance, schooling and employment, and disability care to protect the rights and interests of vaccine victims.
The letter to the UN Commissioner for Human Rights was sent on the same day that Tan Hua and her mother were placed under house arrest again, until Tan Hua became so desperate that she drank pills and died on the 17th, according to Humane China Director Wang Jianhong. According to Wang, “In the Chinese Communist Party, vaccine victims have no way to live, no freedom to beg, and no human dignity, and life is worse than death!”
