Dai Zisheng, deputy secretary of the Party Committee and general manager of Beijing Cultural Investment Development Group and former president of Xinjing News, was double-opened last March for serious disciplinary violations. Recently, the Beijing No. 1 Intermediate Court published an enforcement ruling showing that Dai Zicheng’s bank deposits of RMB 16.338 million were frozen.
On May 7, the Beijing Municipal No. 1 Intermediate Court published an executive ruling for Dai Zisheng, former president of the Xinjing News, showing that the case of Dai Zisheng committing the crime of accepting bribes, the court made a criminal verdict (2020) Jing01刑初45, which has taken legal effect.
The ruling is as follows.
I. Freeze and withhold the bank deposit of the executee Dai Zigeng in the amount of RMB 16,338,354,000.
Second, take the above measures is still not enough to fulfill the obligations determined by the legal documents, then according to the law to seize, seize, freeze, auction, sell the executee Dai Zigang should fulfill the obligations part of the property.
The ruling shows that the ruling was made on February 22, 2021.
According to rumors, when Zhang Yanping, the former president of Beijing Youth Daily, was investigated in March this year, the court had already made a first instance verdict on the case of Dai Zigian, who was sentenced to eight years in the first instance, but the news has not been officially confirmed.
Dai Zigian’s most well-known title is the former president of the Xinjing News Agency. He is a native of Ninghai, Zhejiang province, and had a long career in the Communist Party’s propaganda system, working for the Guangming Daily and Xinjing News, before moving on to become deputy secretary of the party committee, vice chairman and general manager of Beijing Cultural Investment Development Group Co.
Since its inception, the newspaper has been repeatedly purged for its critical reporting. The newspaper is considered to be the most outspoken newspaper in the north of China.
On December 28, 2005, during Dai Zisheng’s tenure as president of Xinjing News, Yang Bin, then editor-in-chief of Xinjing News, and deputy editors Sun Xuedong and Li Duoyu were dismissed. Sources said that the reason was that Xinjing News had reported on the September 5, 2005 murder of Wang Bin Yu, a migrant worker in Ningxia, in a way that caused dissatisfaction among the authorities.
The following day (December 29, 2005), about a hundred employees of the newspaper went on strike to protest the personnel changes at the New Beijing News.
In August 2017, Dai Zigang was transferred to the position of general manager of Beijing Cultural Investment Development Group, responsible for part of the investment business.
In June 2019, officials informed that Dai Zigian was suspected of serious disciplinary violations and was under investigation.
In March 2020, Dai Zigian was double-opened, in addition to economic crimes, what attracted the most attention was that Dai Zigian was accused of “pursuing low-class fun, causing bad influence, having inappropriate sexual relations with others, forging identity documents, using the convenience of his authority to seek benefits for others, and accepting other people’s property, the amount is particularly huge.” The briefing at the time did not give details about the charges.
In April 2020, Dai Zigang was indicted.
