The Communist Party of China (CPC) official media has recently reported on the chaotic development of Yunnan’s Kunming Dianchi Pond, a sensitive development in the local officialdom. While Yunnan Provincial Party Secretary Ruan Chengfa’s career is under the spotlight, Li Xiaosan was promoted to Deputy Secretary of Yunnan Provincial Party Committee a few days ago.
According to the WeChat public number of the Yunnan Provincial Party Committee Propaganda Department on May 8, Li Xiaosan recently became deputy secretary of the Yunnan Provincial Party Committee, while Liu Hongjian became a member and standing committee member of the Yunnan Provincial Party Committee.
Li Xiaosan, 58, has worked in Jiangxi for a long time, serving as secretary of the party committee of Jinggangshan Economic and Trade College, secretary of the Ji’an Local Committee of the Communist Youth League of Jiangxi Province, governor of Ninggang County, vice president of the Jiangxi Academy of Social Sciences, vice mayor of Fuzhou City, executive vice president of Jinggangshan Cadre College (at the bureau level), secretary-general of the board of directors of Jinggangshan and Yan’an Cadre College, director of the Bureau of Cadre Education of the Central Organization Department and director of the work office of the college. In December 2015, Li Xiaosan airborne Yunnan as Minister of the Organization Department of the Provincial Party Committee, six months later in May 2016, as a member of the Standing Committee of the Yunnan Provincial Party Committee and also as the Minister of the Organization Department of the Provincial Party Committee since the time of adjustment.
Li’s promotion comes at a time when Yunnan’s officialdom may be in turmoil due to his involvement in the Dianchi environmental case.
According to a May 8 report in the Communist Party newspaper People’s Daily, more than 90 percent of Dianchi has been developed for real estate projects, and the long-waisted mountain has been turned into a “concrete mountain. A golf course covering 703.64 mu of land has been illegally encroaching on Dianchi’s first-class protected area for a long time.
According to the report, the Central Ecological and Environmental Inspectorate was stationed in Yunnan on April 6.
As early as 2004, the State Council issued a moratorium on new golf courses, but the course still obtained the relevant procedures under the name of “outdoor tourism and leisure park. Since 2011, officials have repeatedly urged the golf course to rectify the situation, but the course has not yet been removed from the primary protection zone.
According to another report, the long-waisted mountain is an important part of the Dianchi ecosystem, and since 2015, Kunming Norstar Enterprise (Group) Co. According to the inspection team’s investigation, the project planned to cover an area of 3,426 mu, accounting for about ninety-two percent of the total area of Long Waist Mountain.
The investigation found that a large number of retaining walls seriously damaged the topography of Changshaoshan Mountain, the original ditches and streams were all hardened by cement, and forest land, grassland and cultivated land were all turned into cement land. More than 90% of the area of the long waist mountain is crowded with dense buildings, and the long waist mountain has become a “cement mountain”.
Under the guise of healthy retirement industry, Nostrad Group continued to build many villas. These villas are titled as “marketable commercial properties” and cost between RMB 2.18 million and RMB 29.92 million per set.
It is worth noting that the official media specifically mentioned that the first round of central ecological environmental protection inspectors in 2016 had pointed out the encroachment of the project built by Nostrad Group into the Dianchi Primary Protection Zone. But by the time the first round of Central Ecological Protection Inspectors “looked back” in 2018, 167 villas had been built in the secondary protection zone. From 2016 to 2018, the provincial party secretary was Chen Hao and the provincial governor was Ruan Chengfa.
The current Yunnan provincial party secretary, Ruan Chengfa, was nicknamed “Mancheng digging” during his eight years in Wuhan, where a major flood in early July 2016 revealed that the Wuhan flood control project, with an investment of more than $10 billion, was a “tofu-dreg project”. The news that the Central Commission for Discipline Inspection sent people to Hubei to investigate him three times were all saved by Ruan’s backer, then Hubei Provincial Party Secretary Li Hongzhong, whose connections are in Zhongnanhai, where he was alleged to be a member of Jiang’s faction and close to then Politburo Standing Committee member Yu Zhengsheng.
Previously, the case of unauthorized villa construction at the northern foot of the Qinling Mountains in Shaanxi Province had triggered Xi Jinping’s six instructions were topped by Shaanxi officials to quit, followed by high-level intervention and the collapse of the officialdom in Shaanxi. The officials involved at the time included seven municipal officials and above, including Zhao Zhengyong, former secretary of the Shaanxi Provincial Committee (sentenced to life imprisonment), Wei Minzhou, former secretary of the Xi’an Municipal Committee (sentenced to life imprisonment), and Feng Xinzhu, former vice governor of Shaanxi Province (sentenced to 15 years in prison).
According to current affairs commentator Situ Jian, Ruan Chengfa did not cross paths with Xi Jinping and belonged to the camping faction, whose rise to power was representative of the CCP’s official reverse elimination. Now that the Communist Party’s top supervisory team and the Central Commission for Discipline Inspection are involved and the official media are blowing the whistle, it is worth following up to see if the Yunnan officialdom will also collapse like the Shaanxi officialdom.
