A number of Taiwanese media have disclosed that Taiwan’s National Security Bureau (NSB) filed a complaint in February with Taiwan’s High Prosecutor’s Office against Liu Champion, former head of the NSB’s cashier team, for allegedly embezzling public funds and absconding from the mainland for years. The High Prosecutor’s Office has issued a circular in late April.
During his tenure at the NSA, Liu was informed that some of the secret funds were not included in the normal internal control mechanism, and was suspected of embezzling NT$200 million in public funds and interest by means of fixed deposits and short interest statements.
After the case was uncovered in 2000, Liu Champion absconded to the mainland on a fishing boat on the eve of his interview, allegedly handing over classified documents to the Chinese government and engaging in espionage activities.
Officials from the High Prosecutor’s Office in charge of investigating the case believe that Liu Champion is suspected of violating the criminal law of the Army, Navy and Air Force regarding defection to the enemy, as well as espionage, which carries a maximum sentence of death.
At present, the stocks and real estate that Liu Champion allegedly invested with stolen money have been seized by the prosecution, and the total amount is nearly 200 million Taiwan dollars.
