Qiu Mingfang, a Jiangsu businesswoman, is accused of bribing Wu Lifang, a former deputy secretary general of the Hebei provincial government, with a villa worth nearly 10 million yuan and a 228,000 yuan golf card, and offering a 5,000 pound cash bribe to Lifang’s son when he learned he was going to study in the United Kingdom. Wu Lifang used his position to help Qiu Mingfang’s company to raise 509 million yuan.
Recently, the official website of the Communist Party of China released the indictment of Qiu Mingfang’s unit bribery case. According to the charges, Qiu Mingfang, head of Jiangsu Shenhua Real Estate Co., Ltd, gave Wu Lifang a villa worth about 9.95 million yuan (including renovation costs), a golf card worth 228,000 yuan and £5,000 in cash in order to seek improper benefits.
Wu Lifang, male, is a native of Renqiu, Hebei. In his early years, he was the mayor of Sanhe in Hebei, and in 2004 he was a member of the Standing Committee of the Langfang Municipal Committee, during which he served as the secretary of the Sanhe Municipal Committee, the director of the Langfang Economic and Technological Development Zone Administrative Committee, and the vice mayor of Langfang.
In May 2012, Wu Lifang was transferred to the deputy secretary of Zhangjiakou Municipal Party Committee, and more than a year later became the deputy secretary of Baoding Municipal Party Committee, and in November 2016 was transferred to the deputy secretary-general of the Hebei Provincial Government and member of the party group of the provincial government, until he fell in May 2018.
In November 2018, Wu Lifang was double-opened. Wu Lifang was accused of colluding with individual private business owners and colluding with them to engage in power and money transactions, which constitutes a violation of the law of office and is suspected of a crime.
Qiu Mingfang, the head of Jiangsu Shenhua Real Estate Co., is one of the businessmen who had “power and money deals” with Wu Lifang. Qiu Mingfang has been prosecuted for allegedly offering bribes to units.
In 1999, Qiu Mingfang met Wu Lifang when he attended an industry-academic research event in Beijing, and the two gradually became close; in the first half of 2007, Qiu Mingfang sought help from Wu Lifang for two real estate projects due to lack of funds. The company’s financing was RMB 509 million.
In order to thank Wu Lifang for his great help in financing his company and to continue to receive help in the future, Qiu Mingfang proposed to Wu Lifang to buy a villa in Hainan for him.
After Wu Lifang agreed, Qiu Mingfang obtained a copy of his son Wu Moujia’s ID card and account book from Wu Lifang’s wife Liang Moumou, and arranged for his cousin’s sister-in-law Wang Moumou to sign the purchase contract in Wu Moujia’s name and pay for the whole house by credit card in August 2009. The villa had an area of 398.34 square meters and the purchase price was 7,841,600 yuan.
In August 2012, Wu Lifang transferred the house to the name of Qiu Mingfang’s daughter, but the actual controller of the villa was still Wu Lifang. Meanwhile, at the request of Wu Lifang’s wife, Qiu Mingfang arranged for Wang Moumou to commission a decoration company in Shenzhen to renovate the villa at a cost of approximately RMB 2.11 million.
In February 2015, Wu Lifang was interviewed and verified by the Hebei Provincial Commission for Discipline Inspection because Li Moujia, the former director of Langfang Construction Bureau, confessed that he had offered bribes to Wu Lifang to get promoted. The same in early 2015, Qiu Mingfang and cousin sister-in-law Wang Moumou contradictions and public, Wang Moumou had threatened Qiu Mingfang and Wu Lifang’s wife, said to report Qiu Mingfang to Wu Lifang to buy a house in Hainan.
The company’s main business is to provide a wide range of services and services to the public.
The indictment also shows that Qiu Mingfang learned that Wu Lifang’s wife Liang Moumou liked to play golf, and in August 2009, he applied for a golf card in the name of Wu Lifang’s son near the Hainan villa he purchased, spending 228,000 RMB, and gave the card to Liang Moumou.
In 2010, Qiu Mingfang learned that Wu Lifang’s son was going to study in the UK and sent Wu Lifang £5,000 in cash at a hotel in Yanjiao, Sanhe City on a certain date in 2011.
As of now, Qiu Mingfang’s sentence for the unit bribery charge in this case has not been publicly released.
The target of Qiu Mingfang’s bribery is not only Wu Lifang.
In July 2019, Qiu Mingfang was prosecuted for allegedly offering bribes to Wu Lifang on the occasion of a first instance verdict against him by the Xishan District Court of Wuxi City for the crime of offering bribes to a unit.
According to the report, between 2007 and 2014, Jiangsu Shenhua Real Estate Co., Ltd. in the process of developing the former DMV plot of Zhenjiang Public Security Bureau, in order to seek improper benefits, by the head of the company Qiu Mingfang to the then Secretary of the Party Committee and Director of the Zhenjiang Public Security Bureau Xia Xinping bribes 1.253 million yuan of property.
Xia Xinping, male, who was the vice mayor of Zhenjiang City, director and party secretary of the Municipal Public Security Bureau, vice chairman of the Zhenjiang CPPCC, director and party secretary of the Municipal Public Security Bureau, etc., was investigated in July 2015.
Xia Xinping had asked his subordinate units to take out loans from banks and lend them to Qiu Mingfang’s companies for use.
In April 2018, Xia Xinping was sentenced to 16 years in prison in the first instance for the crimes of bribery, embezzlement, corruption and favoritism.
