Beijing Changping District, Xiaotangshan Town, Jiuhua Agricultural Science Demonstration Park last November suffered a forced demolition, after which a number of owners stayed in the ruins to protest. However, on April 21, the owners were subjected to “violent clearing”. Wu Longli, deputy mayor of Xiaotangshan town, led plainclothes officers to the site to evict many of those who remained, and some owners had their ribs broken.
According to Radio Free Asia, at around 10 p.m. on April 21, Wu Longli, deputy mayor of Xiaotangshan Township, along with more than 10 plainclothes officers, violently cleared the site of the Jiuhua Agricultural Science Demonstration Park, a residential community in Xiaotangshan Township, Beijing’s Changping District, which was completely destroyed by forced demolition.
Under the expulsion and threat of plainclothes officers, many stayers were forced to leave the area of the district. By daytime on April 22, only 4-5 homeowners remained in the ruins of the neighborhood that had not yet been evicted.
During the clearing process, the homeowners encountered very violent treatment when they asked for a dialogue with the town government when confronted by plainclothes officers.
During this time the men pushed Zhang Meng with their shields and, with Wu Longli turning a blind eye, more than a dozen plainclothes officers even stripped him completely naked and beat him repeatedly, leaving many injuries on his arms, chest and back, causing him to fracture his ribs and lose consciousness at one point.
Ms. Luo, the owner of the district, who now lives in the United States, recounted, “Then they thought Zhang Meng might be dying, and called 120 and 110 police, and notified another owner who was staying in the park to come and see what happened.”
In the district owners group, some owners said that the police and ambulance personnel arrived at the scene, “after signing each other, are gone.” At this point, plainclothes officers have left Zhang Meng behind, Zhang Meng was left alone on the ground.
At present, Zhang Meng and the only four to five remaining homeowners remain in the ruins of the neighborhood, determined to continue the struggle.
According to reports, on November 17, 2020, a large number of men in black broke into the Jiuhua Agricultural Science Demonstration Park in Xiaotangshan Township and destroyed and removed the natural gas pipeline, leaving residents without heating. By January of this year, the neighborhood had been completely destroyed.
In recent years, Beijing Changping and other places have forcibly demolished the so-called small property rights houses on a large scale. Due to the lack of compensation, many owners have no money to buy new houses and are homeless, triggering strong resistance from the neighborhoods. Conflicts and tragedies continued.
The demolition notice issued by Xiaotangshan town government declared that Jiuhua Agricultural Science Demonstration Park violated the Beijing Urban and Rural Planning Regulations and “is an illegal building” and ordered to be demolished.
In May 1998, Beijing issued a document calling for the construction of the “Xiaotangshan Tourism and Agricultural Base”, which was approved by the Beijing government. According to the contract of that year, the land use period of this “pilot tourist housing site” is 50 years.
