Richard warns that a new generation of Chinese nuclear power facilities could produce large amounts of plutonium.
Charles Richard, commander of U.S. Strategic Command (STRATCOM), has warned that a new generation of nuclear power facilities being developed by the Chinese Communist Party could produce large amounts of plutonium, which could be used to make nuclear weapons.
Foreign media reported that China is building fast breeder reactors (Fast breeder reactor) and nuclear waste reprocessing facilities, the reactor can be put into operation in 2023; and the United States is concerned that these plants can also be plutonium. Richard pointed out to the Senate Armed Services Committee on Tuesday (20) that fast breeder reactors are a major source of weapons-grade plutonium, giving the Chinese Communist Party the option to boost its nuclear forces.
The 2020 U.S. Military Power Report on China expects the Communist Party to at least double its current 200 nuclear warheads over the next decade, meaning that U.S. concerns about the development of nuclear energy in the Communist Party have also increased.
The Center for Nuclear Nonproliferation Policy Education released a report last month titled “China’s Civilian Nuclear Utility: Forging a Plow into a Sword,” which said the Chinese government has begun construction of a second nuclear waste disposal plant that could be operational by 2030. Richard said U.S. officials have recently learned how quickly the Chinese Communist Party is building its civilian nuclear program and are learning about its implications.
