Zhou Zhengyi is the former Chairman of the Board of Directors of Shanghai Real Estate Holdings Limited and former Chairman of Nongai Group of Companies.
In May 2003, the case of Liu Jinbao, former Vice Chairman and President of Bank of China Hong Kong, was discovered. On May 27, 2003, Zhou Zhengyi was investigated by Shanghai authorities for “granting a loan of RMB 1.5 billion to Zhou Zhengyi while he was the general manager of the Shanghai branch”.
In September 2003, Zhou was arrested and sentenced to three years in prison for allegedly misrepresenting his registered capital and manipulating the price of securities trading.
On May 26, 2006, Zhou was released from prison after serving his sentence. He was soon wanted by the ICAC for a second time in connection with a case involving the purchase of a Shanghai property listed in Hong Kong.
On May 26, 2006, it was rumored that Zhou Zhengyi was released from prison and changed his name to “Zou Zhenyi”, which is pronounced the same as Shanghai, but the rumor was denied by the prison authorities. He has since been in frequent contact with his former business partners.
On August 16, 2006, Shanghai authorities began investigating the fact that Zhou Zhengyi had been given special treatment in prison so that he could chair his company’s board of directors while in prison, and on August 22, 2006, Zhou Zhengyi’s prison supervisor, Yu Jinbao, an instructor in the strict control team of the Penal Affairs Department of Shanghai Tilanqiao Prison’s second ward, was “double-registered”. Once again, Zhou Zhengyi lost his freedom for “assisting in the investigation”.
In 2007, Zhou Zhengyi was arrested by the Shanghai Municipal Procuratorate on suspicion of bribery and falsification of VAT invoices in a nationwide case involving the Shanghai Social Security Fund. He was sentenced to 16 years in prison for several crimes. He was released from prison in 2020.
The Shanghai Social Security Fund case set off Chen Liangyu, the former Shanghai Party Secretary. On April 11, 2008, Chen Liangyu was sentenced to 18 years in prison.

Prior to Jiang’s meeting with Zhou, authorities were investigating Zhou’s bribery case, and Zhou’s cell phone had been tapped. Police had installed a wiretap in the concert hall where Jiang and Zhou met, and their conversation was recorded.
