Yuriko Koike, governor of Tokyo, pointed out on the 8th that from a crisis management point of view, the country should immediately take priority measures to prevent the epidemic in Tokyo and asked the government to take “priority measures such as spreading prevention” for the city. At present, five ministers, including Yoshihide Suga and the Minister of Health, Labour and Welfare, are holding an emergency meeting to discuss whether to take “priority measures such as spreading prevention” for the Tokyo Metropolitan Government.
The Tokyo Metropolitan Government held a monitoring meeting on April 8, and expressed a strong sense of crisis as the number of infected people continues to rise and the highly contagious mutated virus continues to expand, with Koike expressing concern about the arrival of more than the third wave and the need to take immediate countermeasures as a matter of urgency.

The “priority measures such as spreading prevention” is a new measure to deal with the epidemic established in the newly revised “Law on Special Measures for Countermeasures against Novel Influenza” in February this year. It is a countermeasure to avoid a state of emergency when there is a sign of expansion of the epidemic, and is second only to the emergency declaration.
In the “sprawl” area, in addition to requiring restaurants to shorten their business hours, four measures will be implemented: (1) strengthening surveillance of mutated viruses; (2) inspecting all restaurants, checking measures such as partitions and requiring the wearing of masks; (3) mobilizing facilities for the elderly and conducting outbreak tests approximately every two weeks; and (4) ensuring that the maximum amount of food is used for the new crown.
