“Hua Er school district bend over the first gear immediately by!” Recently, Shanghai foreshore agents have put up such a slogan, what is the situation?
It turns out that the Second Affiliated High School of East China Normal University foreshore school (nine-year consistent public school, hereinafter referred to as “Hua Er foreshore”) has just released a new admissions policy for 2021, different from previous years, want to enter the first file sort, to give children in the property certificate to add their names. This announcement came out, the old owners of the foreshore have “exploded”.
The first thing that makes these old owners of the foreshore “upset” is that whether they are carrying a commercial loan or a pure provident fund loan, they want to add their children’s names on the property certificate, the bank needs to issue a letter of consent, but the possibility of the bank issuing a letter of consent is 0. This is a “devastating blow” to the parents of large families and have not yet paid off the loan, that is, “want to add can not add”.
For families without loans, adding their children’s names will cost them hundreds of thousands of dollars in taxes and fees.
On the other hand, after the announcement of the enrollment policy, homeowners can add their children’s names to the property certificate without incurring additional costs, which may “overtake” some of the old owners of the first grade.

Shanghai parents: holding two sets of school district housing, I’m afraid all “step short”
The public school district has always been a priority for parents in Shanghai when purchasing property, especially in the compulsory education stage “citizens with enrollment” (the so-called “citizens with enrollment” refers to the compulsory education stage of public and private schools synchronous registration, synchronous enrollment, synchronous registration, no early enrollment organizations. The new policy of “private school shaking” was introduced, the early purchase of school district housing “occupy” the household registration “pit” has become the investment concept of many parents.
The data shows that in 2020 the volume of second-hand houses in Shanghai rose by 31%, school district houses rose by 37%, double school district houses rose by 44%.
Hua Er foreshore is arguably one of the most important reasons for parents to focus on foreshore properties.
Hua Er foreshore enrollment in 2018, since 2020, the implementation of a door number of a residential household, only once in five years to arrange counterpart enrollment (except for the same residential household two children) policy, is referred to as “five years a child” policy.
On March 25, Hua Er Qian Tan released the 2021 enrollment notice on its official public number, further tightening the enrollment policy. The biggest difference with the previous is that in the “person household consistent” in four files, the first of which requires: “the head of the household is the school-age child himself or his parents, and the school-age child himself is the owner of the house (separate ownership) or the school-age child and his parents (both or one of them) is the owner of the house (common).”
In layman’s terms, that is, the property certificate with the child’s name is listed as the first echelon of admission, and “the cut-off date for registration of the property certificate is April 23, 2021.”
“The child’s name on the property deed, which is a great cost, but not on the property deed, in case it is included in the second tier, can not get into the school, when the house was bought for nothing, which is simply.” Mr. Wu, a foreshore owner, said after seeing the enrollment announcement.
The second child family Ms. Liu told the “China Economic Weekly” reporter, her eldest baby has been in high school, several years ago to buy the foreshore house, the main consideration is the configuration of all aspects of more livable, when the Shanghai education is not yet “citizens of the same enrollment” policy.
Ms. Liu recalled: “I was planning to take the second baby to the private school, take the public school district as a guarantee. Later, when the ‘citizenship with enrollment’ policy was introduced, I compared all of my properties and made Qiantan Hua II my first choice, not wanting to risk ‘shaking’ the private office. At that time to do the property deed, I moved the child’s account into the first time, the property deed is my name and my husband’s name. Pudong admissions policy has always been the same and parents are the property owner, the head of the household, this is the first class. Now Hua Er foreshore this enrollment policy out, I am likely to be other later to buy the owners squeezed out of the quota, but then move back to another property has been too late (the second baby will be enrolled next year), which is the same as saying that both sides of my school district housing to step in the air.”
“If the education department guarantees that moving back to the original domicile can be enrolled in school, I move back in minutes, not to trip this muddy water, the original domicile enrollment policy does not require minors on the property certificate such rules, as long as the number of years of household entry.” Ms. Liu told reporters.
The same for the foreshore school district house distressed Ms. Song said: “plus the name of the second baby there is a problem. The information I got from the consultation is that if you add the name of the baby, in principle, you have to get the consent of the second baby. It involves a joint common or share common, once the rights involved more trouble.”
Mr. Hu just newly married, the new house in the foreshore as a wedding house. He told reporters: “Our family of four elderly people gave all their money to help me make a down payment. If I gave birth to a child, on the account, and can not afford to immediately pay off the loan plus the child’s name, and later if the strength of the full purchase of second-hand families, directly write the child on the property certificate, do not incur taxes, can ‘bend’ to catch up with my child to attend a prestigious school, which is unfair.”
Some parents in the foreshore area believe that if there is a real shortage of educational resources, the education department and schools should increase investment to increase school resources.
School district enrollment contradiction between supply and demand
The official website of Hua Er Qian Tan shows: “The school has 72 staff members, including 62 first-line teachers and 10 second-line teachers; the number of primary school students is 434, the number of junior high school students is 239, the total number of students is 673. The school covers an area of 28,600 square meters, construction area of 54,200 square meters.”
According to the enrollment notice of Hua Er Qian Tan 2021, 5 classes of first grade students are planned to be enrolled this year.
If you calculate with 45 students per class, there are only 225 enrollment places.
So how many children are waiting to enroll? According to the “China Economic Weekly” reporter combined with the information provided by the owners of the preliminary combing statistics, the current foreshore block has been allocated to the school district for about 4,000 households, as of the date of the release of the new policy of Huadi foreshore, has been handed over and the number of households in the district consistent with the people is about 3,000 households.
“If the back of 810 households next year and then zoned into the school district, that is affecting about 5,000 families,” said a parent, “I understand that there are still a thousand sets of housing for sale in the future.”
“Tip: According to the household registration information mapping statistics, the number of children of household registration age within our school’s counterpart enrollment lot this year has exceeded the number of school enrollment plans.” Hua Er foreshore enrollment notice said.
Centaline Property senior market analyst Lu Wenxi told the China Economic Weekly reporter: “Judging from the past, the ‘school district house’ corresponding to the school has a tolerance ceiling, such as a school can only carry 150 students per grade. The school will be mapped and adjusted according to the situation in the street, if the number of students in the area does not change significantly, according to the original policy can accommodate so many students, then the policy may not be adjusted. But a large number of houses in the short-term district sale, moving into a large number of students, more than its capacity, then the enrollment policy will make adjustments.”
A homeowner told “China Economic Weekly” reporter: “We asked the school, the second file of parental property license is it because of your policy change, we have to pay back millions of loans, spend hundreds of thousands of taxes and fees? The school replied: ‘The school did not let you go to add your name ah’.”
Experts: Be wary of the risks of investing in school district housing
The lawyer Ju Qin Yi, a partner of Beijing Weiheng (Shanghai) Law Firm, analyzed that there is nothing wrong with the relevant government departments adjusting the enrollment policy within their jurisdictions ex officio, but such policies as “school district housing” move the whole body, which is a matter that affects the vital interests of many people, or to take a prudent attitude, listen to a wide range of opinions in the decision-making process, respect and protect the “trust interests” of the people, and try to To maintain the stability and long-term nature of the policy, to avoid falling into the rut of “changing overnight”, bringing “anxiety” to the people. Even if the policy has to be changed, we should try our best to follow the principle of “old man old way, new man new way” and make the corresponding backward and forward working arrangements.
Lu Wenxi told the China Economic Weekly that investing in school district housing is risky because buyers are not sure if they can be classified in the right school. It’s normal to divide out of the counterpart range. What’s more, with the school district boom in recent years, some schools require household registration for a period ranging from 1-3 years, which in itself is a long time span. The changes during this time are simply unpredictable.
“After this incident, parents will also be more calm.” Lu Wenxi believes.
Yan Yuejin, research director of the Think Tank Center of the E-House Research Institute, said that school district housing is indeed a big problem in housing at the moment, especially when you look at secondary school district resources and end up finding that you can’t get them; or when you read a good school district and end up finding that the teaching resources are not good. All these problems can make homeowners fret. Behind the storm, in fact, or school district aspects need to continue to be strictly controlled to prevent speculation, while the need to correct the concept of education.
