Guangdong Dongguan ban on motorcycles forced confiscation “cut leeks” led to public discontent – Guangdong Dongguan “special rectification” of electric, motorcycles led to public discontent

Recently, the city of Dongguan, Guangdong Province, suddenly carried out a campaign to ban motorcycles action, forcibly took away a large number of people’s electric vehicles.

Recently, a large number of traffic police in Dongguan City, Guangdong Province, suddenly took to the streets, forced to take away the people’s motorcycles and electric vehicles, causing widespread dissatisfaction. Some government officials said that this action is a “special rectification”. But the people think that the authorities are covering up the act of “cutting leeks” under the appearance of “rectification”.

“The company’s main business is to provide a wide range of products and services to the public. There is a big pile across the street, you see (later) to pull it not pull away ah, you do a testimony.” This passage, a resident of Qishi Town, Dongguan City, Guangdong Province, on March 24, in the video published online. In his witness, the local traffic police in the absence of the owner, a group of parked on the street ‘Meituan delivery’ electric car all pulled away. On the opposite side of the street, there is a group of electric cars and motorcycles have not yet been pulled away by the traffic police.

In another web video that appeared on the same day, a resident of Dongguan Wanjiang street in a square, filmed the traffic police riding away from the parked electric cars. In the video, the resident says, “The oversized electric car was taken away.”

From March 24, a large number of videos, photos and text content began to appear on the Chinese social networking site Weibo about the confiscation of people’s motorcycles and electric bikes by Dongguan traffic police. In one video, a woman on her motorcycle refuses to get off and is carried away by several traffic police, while in another video, an electric bike rider and traffic police engage in a “road chase. There are also photos of traffic police squatting on the streets all night waiting to take away motorcycles and electric bikes while their owners are away. In the “road chase” staged around Dongguan, there have been people riding electric bikes to avoid the traffic police chase in a car accident, there are deaths and injuries.

So, why the above chaos will happen? What are the local residents referring to when they say “oversized electric vehicles”?

The local government’s statement: to regulate motorcycles and oversized electric vehicles

On March 25, the reporter contacted the Dongguan government hotline and asked about the reasons for the above phenomenon. The following is part of the recording of this call.

Reporter: “Hello. I want to ask, is it now not allowed to ride electric bikes?”

Operator: “Recently in Dongguan side, there are indeed for motorcycles, super standard electric vehicles for the project violation enforcement issues. However, the electric car meets the standard, it will not deal with.”

When the reporter asked the operator what the “standard” is, the operator said: “In general, now is the ‘new national standard’, the total vehicle mass of not more than 55 kg, the highest set speed of not more than 25 km / h, with foot pedal function, and the battery voltage should be less than 48 volts, the motor rated continuous output power is less than or equal to 400 watts.”

When the reporter asked what to do if the electric car was confiscated by the traffic police, the operator said, “super standard electric car, the entire city of Dongguan is not allowed. If the electric car is punished, bring the vehicle legal source of relevant materials, ID cards, to the traffic police brigade to deal with it.”

The operator also said that Dongguan in 2006 issued a “notice on the comprehensive improvement of motorcycles”, motorcycles are prohibited from driving on the roads within Dongguan City Ring Road, “from March 24, Dongguan to carry out a month-long motorcycle special rectification action.”

When the reporter asked whether the “special rectification action” of the relevant documents can be accessed online, the operator said, “special action, it has not been announced in this regard, not quite clear.”

In the Dongguan traffic police website and WeChat public number, the reporter were unable to check the “special rectification action” of the relevant documents.

From the people: “Selling while catching” the “circular economy”

Dongguan is located in the south of Guangzhou, a city with a large number of foreign workers. Some Dongguan residents said on Weibo that the confiscation of motorcycles and electric bikes “feels like it’s aimed at people living in the lower class” because “only people without money and part-Time workers drive motorcycles and electric bikes.”

Yu Bo, who now lives in California and has lived in Dongguan, said that over the years, Dongguan has carried out several campaigns to “fix” motorcycles and electric vehicles, and there is a “leek cutting” phenomenon of “selling while catching”. “The phenomenon: “Why Dongguan ban motorcycle, in fact, the reason we must know, is not a ‘catch while selling, and then catch and sell’ circular economy model? Officials catch users’ motorcycles, then sell them to those points that repair and sell motorcycles, and then sell them to users again.”

Yu Bo’s statement can be corroborated with what a Weibo user in Dongguan said. The netizen said that the Dongguan traffic police’s “motorcycle ban” action is “sometimes loose and sometimes tight”, “you have to pay to redeem it, but if you don’t redeem it, you will sell it. Previously, the official reason for the “ban on motorcycles” was “law and order chaos, to prevent theft and robbery”, while in recent years it was “under the guise of disobeying traffic rules”.

For Dongguan “ban” the need, Yu Bo also issued a question: “like Taiwan, Thailand, Indonesia, Malaysia, these Asian countries, their motorcycles are the necessary tools for families to travel, motorcycles are actually very affordable and efficient, will significantly reduce the road pressure of congestion and reduce congestion.”
