With only a third completed, Beijing slows pace of trade purchases with U.S.
The U.S. and the Communist Party of China signed a Phase 1 trade agreement last January that should see the Communist Party purchase $173.1 billion in U.S. goods and services in 2020, with a target of $378.38 billion by the end of 2021.
Bloomberg calculates, based on Chinese customs data, that in fact in the 14 months since the agreement was signed, the CCP has imported only $123 billion of these products, which is 32.6%, or less than 1/3, of the 2-year pledged imports; and the CCP has not met the promised 2020 import target for U.S. goods and services.
Part of the reason for this is the Epidemic, which has cut both the CCP’s demand and the U.S. supply capacity. But prior to the epidemic, there had been widespread doubts about whether the CCP could meet its purchase commitments.
The Chinese Foreign Ministry said there was talk of trade in the U.S.-China Alaska talks, but did not disclose details of the trade agreement or trade tariffs.
Will the invincible Xi Jinping ideology be upgraded?
It is no surprise that the U.S.-China “2+2” talks are being portrayed as a historic victory for Chinese diplomacy. What is surprising is that the Chinese Communist Party took the opportunity to declare some new thinking in Xi Jinping’s diplomatic thinking. Xi Jinping’s think-tank has deliberately played up Xi’s ideas as invincible.
Apple Daily published an opinion piece by Li Ping, saying that it was not surprising that the “2+2” talks between China and the United States were portrayed as a historic victory for Chinese diplomacy. After all, U.S.-China diplomacy is a stepping stone for Xi Jinping on his way to the throne. What is surprising is that the Chinese Communist Party took the opportunity to declare some new thinking in Xi’s diplomatic ideology, focusing on Chinese democracy as a counterweight to American democracy, a new tool for ideological struggle, and an extension of the Beijing model against the Washington model.
More surprisingly, the exchange of words between top Chinese and U.S. diplomats is not only portrayed as a victory for Xi Jinping’s diplomatic thinking and strategy, but also as a catalyst for the elevation of Xi Jinping’s thinking to Xi Jinpingism.
As Xi Jinping embarks on his diplomatic offensive with the U.S., his think tank is conceptualizing a formulation of Xi Jinpingism that will attempt to surpass Deng Xiaoping and Mao Zedong in one fell swoop and be on par with the Communist Party’s old ancestors, Marx and Lenin.
The person who would most like to see Yang Jiechi and Wang Yi fight internally is him?
The video of the U.S.-China Alaska talks shows that after Yang Jiechi’s 17-minute opening remarks in Chinese in one breath, he had turned his head to gesture to Wang Yi, “You say a few words too?” Wang Yi, however, immediately pointed to the interpreter, meaning, “Translate first.
According to a commentary by Zhong Yuan published by the Epoch Times, this subtle interaction in a key diplomatic occasion shows Wang Yi’s lack of respect for Yang Jiechi, which is not uncommon in the official circles of the Communist Party of China. After all, Yang Jiechi is a member of the Politburo and the head of the CCP Foreign Affairs Committee Office, so his official rank is at least one level higher than Wang Yi, and Yang Jiechi was also the Foreign Minister, so Wang Yi should show respect even to the old minister.
After the U.S.-China talks, the scandal of Yang Jiechi watching pornography in his office and falsifying his Education was once again spread on the Internet, and some sources said it was reported by Wang Yi’s faction, but it was difficult to confirm; after that, Wang Yi’s education falsification scandal was also exposed. I don’t know if this is a continuation of their struggle behind the scenes, but Xi Jinping’s diplomatic division of labor is supposed to keep Yang and Wang in check with each other.
Yang Jiechi belongs to the former dynasty and is likely to remain the favorite of Jiang Zeng’s faction. Xi Jinping certainly wants to change him, but he is not familiar with diplomacy, so it is not easy to find a candidate who is close and competent.
Wang Yi is known as a Japanese general. Although Wang Yi has won the post of foreign minister by sucking up to Xi Jinping, he should not be able to gain Xi Jinping’s full trust.
Yang Jiechi speaks fluent English and was stationed in the U.S. for 12 years, while Wang Yi is at a disadvantage in diplomatic affairs with the U.S.
The fact that Yang Jiechi has stepped down as foreign minister but still makes frequent trips and acts as a special envoy several times shows that Xi Jinping is not confident and trustworthy in foreign affairs, and can only let the former Yang Jiechi and Wang Yi, who actively shows his loyalty, hold each other back.
Xi Jinping uses both of them, and neither of them is completely at ease, so they can only restrain each other. The struggle between the two is actually what Xi Jinping wants to see, and it also confirms that Xi Jinping’s control over the Foreign Ministry is still limited.
The two of them are actually fighting with each other, which is what Xi Jinping wants to see.
It is getting closer and closer to the 20th National Congress of the Communist Party of China. Xi Jinping will need to find his successor, but training a successor to the Premier of the State Council is a major concern, the mystery of which can be seen in the revision of the Organic Law of the National People’s Congress earlier this month.
Mingde.com reports that the amendment gives the Standing Committee of the National People’s Congress the right to appoint and remove vice premiers and state councillors of the State Council, which is believed to open the way for Xi Jinping to adjust the deputy positions of the State Council at any time.
According to the analysis of the current commentary program Xiaomin’s Heart, Xi Jinping rushed to pass this law, indicating that he is already considering the personnel layout of the State Council, looking back at the past premiers of the Communist Party of China State Council, all have the experience of serving as vice premiers, Xi Jinping is ready to suddenly appoint vice premiers midway, should be for the next premier candidates, “which means that Xi Jinping’s preferred premier This means that Xi Jinping’s preferred choice for premier is not yet a vice premier of the State Council.
In other words, Hu Chunhua, the current vice premier who was once one of the CCP’s designated successors, is not Xi Jinping’s “preferred candidate.
Free Asia 22 also talked about the issue of Li Keqiang’s successor. According to the article, if Xi Jinping is not inclined to choose the next premier from the current vice premier, then Chen Miner, Li Qiang, Li Xi and Li Hongzhong are the four possible candidates to succeed Li Keqiang. Among the four, Li Qiang, who has the most age advantage and both local governing experience, is the most likely. In particular, Li Qiang was personally promoted by Xi Jinping when he was secretary of the CPC Zhejiang Provincial Committee.
The article concludes that, regardless of whether he takes over as premier, the likelihood of Li and Chen Miner being promoted to the Standing Committee at the 20th Communist Party Congress is very high. Meanwhile, another of Xi’s hardcore cronies, Ding Xuexiang, “is almost as likely to be on the Politburo Standing Committee as Xi Jinping is to be re-elected for a third term as general secretary.”
Interpreting China, U.S. and Russia: Humiliation is different, but CCP is different from friend or foe
The company’s main business is to promote the development of the company’s products and services. He seems to have forgotten that his daughter is happily studying and playing with a full scholarship from the U.S. government in the U.S., which he denounced. If he had to find a reason to explain, Yang Jiechi would probably say: “This is the Yang Family‘s domestic affairs, the core interests of the Yang family, outsiders are not allowed to interfere”!
Song Guocheng asked, “Is the United States the biggest enemy of China? Can the Chinese distinguish between “friend and foe” or not? Chinese people keep complaining about the “hundred years of humiliation”, but do they have any brains to think clearly and understand the “difference between humiliation” and “difference between friend and foe”?
In 1908, the U.S. Congress passed a bill to refund China the portion of the “Gengzi reparations” that exceeded the actual losses incurred by the U.S., and used the money to help China establish Tsinghua University and fund Chinese students to study in the United States. To this day, the United States continues to use the fruits of this refund to help develop education in China, including Taiwan, on a perpetual basis.
Russia has not only turned China’s “Outer Mongolia” into its puppet state, the Mongolian People’s Republic, but since the modern era, it has also been a major player in China’s development through the Treaty of Aigun, the Treaty of Beijing, and other unequal agreements. “Since modern times, Russia has occupied 1.5 million square kilometers of Chinese territory through the Treaty of Aigun, the Treaty of Beijing and other unequal agreements. Who, then, is the real enemy of China? Hasn’t the Chinese Communist Party repeatedly shouted about maintaining the integrity of its sovereignty and territory? However, the Chinese Communist Party still treats Russia as its “big brother”, not only signing the “China-Russia Treaty of Good-Neighborliness and Friendship” and claiming that the relationship is a “high level of strategic cooperation”, but even It even unites Russia against the United States.
