Prison authorities deny Lee Myung-chul’s rights on grounds of epidemic prevention

On March 19, 2021, the fourth anniversary of Li Mingzhe’s imprisonment by China, legislators and civil society groups held a press conference in front of the Legislative Yuan in solidarity.

Li Mingzhe’s wife, Li Jinyu, met with reporters on Friday (19) on the fourth anniversary of her husband’s sentence. Before she spoke, she bowed to the media and representatives of civil society organizations that assisted her, thanking the community for their continued care.

Li said that since the outbreak of the New Crown Epidemic last year, the Chinese Communist Party has stopped allowing her to visit the prison, and even by phone, and so far she has only received one letter from Li. Although she has expressed her willingness to undergo a month of quarantine before visiting the prison to ensure her health meets the requirements, she has not yet been granted permission. Li hopes that the CCP authorities will accept her three requests based on humane considerations.

Li said: First, consider parole, Li Mingzhe has already served more than one-half of his sentence; second, when there is an epidemic around the world and visits to prison are not feasible, please let Li Mingzhe talk to me on the phone. These are not privileges, they are conditions that belong to the current regulations of the People’s Republic of China and are given to every prisoner; third, please allow Li Mingzhe to communicate normally with the outside world; NGOs and international organizations keep writing to Li Mingzhe, but Li Mingzhe cannot receive them, and Li Mingzhe has no way to communicate normally with the outside world. For a political prisoner, this is a very humble, very humble, very small request.

Legislator Chang-Jo Lin called on the people of Taiwan to keep an eye on Lee Ming-Cheol and to connect the forces of the world to put pressure on China.

Lin Changzuo said: The way the Chinese Communist Party handled Li Mingzhe not only violated the international human rights conventions, but also violated their own laws. The dictatorial government of the Chinese Communist Party is taking advantage of the Time when people are not paying attention, and people have not even let him have what he has promised, and then they will not even deal with the most basic things that he should have, such as phone calls or communications or video messages and other alternative means. The basic visitation that can be done through either epidemic prevention or isolation measures will never be allowed, which means that if we don’t pay attention to the outside world, China will only gain an inch.

According to Article 47 and 48 of the Prison Law of the People’s Republic of China, prisoners are allowed to communicate with others and meet their relatives while serving their sentences, said Time Force legislator Qiu Xianzhi. The “Family phone system” in Hunan Chishan Prison has also been up and running for a long time.

Qiu Xianzhi said: in this country of the rule of law, a condemned person, even a condemned person, he basically has a minimum of freedom of communication to meet. But as you can see, from last year to now, no one knows how Lee Ming-chul’s condition is now. Li Mingzhe has no way to communicate, no way to call his family, but even under Chinese law, a condemned person can communicate with his family by phone. However, with such a minimum of freedom being completely denied, you can see how horrible a totalitarian government can be.

Amnesty International Taiwan’s Secretary General, Yi-Ling Chiu, launched a one-person, one-letter campaign, hoping that people would write letters of concern for Lee and his family.

Receiving these letters will make both the family and the person very happy and will know that they are not forgotten.

On March 19, 2017, Li Mingzhe disappeared after traveling to China via Macau, and 10 days later China’s Taiwan Affairs Office confirmed that Li Mingzhe was under investigation by the relevant authorities for allegedly engaging in activities that endangered national security. In August of that year, the Chinese Communist Party formally charged him with “subversion of state power” and in late November he was sentenced to five years in prison and stripped of his public powers for two years.
