Patriotism is the last refuge of the scoundrel

In February, Xia Baolong, director of the Hong Kong and Macao Affairs Office of the State Council of China, made his first public remarks to set the tone for Beijing‘s policy of “patriots ruling Hong Kong”. At the meeting, Xia Baolong outlined the three criteria for “patriots ruling Hong Kong,” including “they must sincerely safeguard national sovereignty, security and development interests; they must respect and safeguard the fundamental system of the state and the constitutional order of the Special Administrative Region; and they must do their utmost to maintain the prosperity and stability of Hong Kong. ” And five principles: “First, it must be done in strict accordance with the Constitution of mainland China and the Basic Law of Hong Kong; second, it must respect Beijing’s right to take the lead; third, it must be in line with the actual situation in Hong Kong; fourth, it must implement the executive-led system; and fifth, it must have sound institutional safeguards.

In accordance with the “patriots ruling Hong Kong,” NPC Vice Chairman Wang Chen proposed at the opening session of the NPC a reform package for the HKSAR elections, including: adjusting and optimizing the size, composition and method of formation of the EC; the EC, in addition to electing the Chief Executive, will also be given the function of electing a larger proportion of the Legislative Council members and directly participating in the nomination of all In addition to the election of the Chief Executive, the EC will be given the new functions of electing a larger proportion of Legislative Council members and directly participating in the nomination of all Legislative Council candidates.

The Chinese National People’s Congress no longer talks about “one country, two systems”, but only asks for “patriots ruling Hong Kong”, and unabashedly wants to turn Hong Kong into a city similar to Shenzhen. There are three reasons for this.

Firstly, the unrest in Hong Kong in 2019 was seen by the Communist Party as a rebellion against China. The Communist Party will not allow Hong Kong to be a catalyst for influence on the mainland, and since “one country, two systems” has become the source of this threat, it must be dealt with.

Second, one of Hong Kong’s functions is to serve as a showcase for “one country, two systems” as a model for Taiwan, and another function is to serve as an international financial center that serves as a white glove for China’s engagement with Western society. However, the collapse of Hong Kong’s one country, two systems no longer allows Taiwanese to believe the Communist Party’s rhetoric, and has even become an electoral tool for the Democratic Progressive Party (DPP); the rising trade war between China and the United States has also made Hong Kong’s value disappear. Since Hong Kong no longer has any positive value, the Communist Party no longer needs to hold back from Hong Kong.

Third, Xi Jinping is deep in the thick of succession and power conflicts. Although the Communist Party is doing its best to stabilize the domestic Epidemic and the economy, its external relations are not smooth, the Belt and Road is falling into a debt trap, the trade war with the U.S. shows no sign of easing, and it can only intimidate Taiwan but cannot do anything (no way to do it). To strengthen the control and suppression of Hong Kong, the Chinese Communist Party has become the most important convention to make common cause with the outside world.

How did the 47 pan-democrats “subvert state power”? It turns out that they participated in the Legislative Council election pre-election (primary election) scheduled for September last year. The HKSAR government claimed that these people, after obtaining seats in the Legislative Council, would defiantly veto the government’s budget and cause the Chief Executive to step down, with the aim of bringing the government to a halt, and would be severely punished as a warning to others.

Let alone the fact that the election was later postponed due to the epidemic and did not happen at all, the elected candidate later vetoed the budget in accordance with the laws of Hong Kong, also acted in accordance with the law, there is no talk of chaos in Hong Kong? However, the Communist Party considers such a perfectly legal election to be “subversive of the government” and can even be sentenced to Life imprisonment. Such a charge of inviting the king into the jar and creating a white security has announced to Hong Kong and the whole world that the National Security Law is a universal tool for the Communist Party to create white terror and conduct political arrests.

This uncertain legal concept, which belongs exclusively to the Communist Party, has been pushed to the extreme under the principle of “patriots ruling Hong Kong”. What is “patriotism”? Who defines “patriotism”? If the Legislative Council’s advocacy of budget cuts becomes evidence of subversion, what is the use of this legislature? As for the establishment of the “patriots ruling Hong Kong” review mechanism, but also to divide the public into three, six, nine, who will review and check this review mechanism?

Xia Baolong said, “patriots ruling Hong Kong” is the core of the “one country, two systems” approach. The truth is that the Communist Party does not dare to face the truth of “one country, two systems” and cannot listen to the voices of the people of Hong Kong, so it has to use “patriots ruling Hong Kong” to cover up its shame. Yesterday, the Chinese National People’s Congress finally passed the nine “decisions” with 2,895 votes in favor and 0 votes against, officially castrating Hong Kong’s electoral system; but everyone knows that this dumbfounding number of votes may give the Communist Party temporary peace of mind, but it definitely cannot make Hong Kong people “patriotic”. Such “patriotism” is in fact only the last refuge of the scoundrels.
