Virginia lawmakers last week approved a bill that would legalize marijuana for adult recreational use, but not start retail sales of the drug until 2024. Virginia became the first southern state to vote to legalize marijuana, after 15 states and Washington, D.C., had passed similar bills. The legislation now goes to Democratic Gov. Larry Northam, who supports marijuana legalization.
The bill is a top priority for Democrats, who see legalization as a necessary step to end the disparate treatment of people of color in current marijuana laws.
Under the legislation, possession of one ounce (28.3 grams) of marijuana would be legal as of Jan. 1, 2024, when the sale of marijuana would begin. Regulations controlling Virginia’s marijuana market will also take effect at the same Time.
The legislation will include a new enactment that will require a second vote in the General Assembly next year, but will only address the regulatory framework and criminal penalties for several crimes, including the use and consumption of marijuana by minors. With regard to legalization, another vote would not be required.
