China-funded Hanlin Biotech and Shanghai Fosun Pharmaceuticals
Yesterday, the “Economic Democratic Alliance” held a press conference in the Legislative Yuan on “Ugly cross-strait medical cooperation, who is blocking Taiwan from obtaining BNT vaccine”. The press conference began with the backboard of the civil society group shouting slogans such as “the vote will be hardened, to be the backing of Minister Ah-chung.
“The director of the Taiwan Citizens’ Front of the Economic and Democratic Alliance, Xu Guanze, said at the press conference that according to the public statement on the issuance of corporate bonds by Fosun Pharmaceuticals in Shanghai in January this year, Guo Guangchang (85.29% shareholding) and Wang Qunbin (14.71% shareholding) are the actual controllers of Fosun Pharmaceuticals in Shanghai, and Guo Guangchang has not only served as a member of the Communist Party of China NPC, but also served as the second vice chairman of the Communist Party’s United Front Work Organization, the China Guangcai Project Foundation.
Xu Guanze said that Li Haifeng, secretary of the party committee of Fosun Group, is also the current executive director of the mainland Society for the Promotion of the Guangcai Program, and article 5 of the constitution of the mainland Guangcai Program Foundation specifies that its business director is the Central United Front Work Department, and the president of the society is Xu Lejiang, vice minister of the United Front Work Department, so it is reasonable to assume that the black hand that blocked Taiwan from obtaining the German BNT vaccine is the Chinese Communist Party.
Xu Guanze said, knowing this background, the Taiwanese people can know that Shanghai Fosun Pharmaceutical is the culprit for blocking Taiwan’s access to the German BNT vaccine, as Minister of health and Welfare Chen Shizhong said, “Some people don’t want Taiwan to be too happy”.
The reason why the agency of German BNT vaccine is controlled by Shanghai Fosun Pharmaceutical is because last March, Fosun Pharmaceutical Industry, a subsidiary of Fosun Pharmaceutical, signed an authorization contract with BNT, which states that Fosun Pharmaceutical Industry has the exclusive right to develop and commercialize vaccine products in the region of “China, Hong Kong, Macau and Taiwan”.
Jiang Min proverb said that Fosun Pharmaceutical signed the “Exclusive Distributorship for Greater China” with BNT in Germany, in which Fosun Pharmaceutical Chairman Wu Yi Fang and Fosun Hanlin Vice President Guo Xinjun both play a role, and both of them are directors and supervisors of Fosun Pharmaceutical’s grandchildren in Taiwan and Fosun Hanlin’s subsidiary Hanlin Biotech in Taiwan. He believes that if Fosun Pharma abused its exclusive position as the agent of “Greater China” to block Taiwan from obtaining the German BNT vaccine, then Hanlin Biotech must have played a key role in it.
According to the provisions of the “Regulations on the Permit for Land-based Investment in Taiwan”, the Ministry of Economic Affairs should revoke Fosun Hanlin’s investment permit in Taiwan or even request it to withdraw its investment if it is suspected of having “exclusive, oligopolistic or monopolistic economic status” or “political, social or cultural sensitivity or influence on national security”.
Lai Chung-keung, the convener of the “Economic Democratic Alliance” think tank, also disclosed that after former President Ma Ying-jeou opened up to Chinese investment in Taiwan in July 2009, then Health Minister Yang Zhiliang signed the “Cross-Strait Medical and Health Cooperation Agreement” in December 2010, which later led to Chinese investment in Taiwan. The company’s grandchildren in Taiwan, Hanlin Biotech Inc. In its 2019 annual report, the company claimed to have “received approval from the State Drug Administration of the Ministry of Health and Welfare of Taiwan,” directly dwarfing the Ministry of Health and Welfare of Taiwan as the State Drug Administration of the Communist Party of China in Taiwan.
Lai said that it is obvious that Taiwan is being put into a cage in Greater China today, making Taiwan face a dilemma in obtaining the German BNT vaccine. He believes that Yang Zhiliang was the initiator of the signing of the “cross-strait medical and health cooperation agreement”. He called on the Ministry of Health and Welfare to approve new Chinese-funded drugs in the future, there should be a proviso that “there should be no propaganda that dwarfs Taiwan’s status”, otherwise the license should be revoked.
Yang denied this, claiming that the “cross-strait medical and health cooperation agreement” was signed by the Association for Relations Across the Taiwan Straits and the SEF, not during his tenure. He said he met the Chinese Minister of Health, Chen Zhu, in Geneva, Switzerland, to exchange views, and later the Chinese Vice Minister of Health, Huang Jiefu, was sent to Taiwan to discuss health cooperation matters, and finally signed the relevant agreement.
