Ryu Sung Ho, an ethnic Korean entrepreneur in Yanbian, Jilin, was imprisoned on trumped-up charges and tortured because the local public security chief tried to rob him of his land and property, causing him to be persecuted to the point of disability and losing not only his property but also his wife. He has not been able to redress his grievances for 15 years and is now in danger of being persecuted again.
According to today’s report (Feb. 18), Liu Chenghao, 58, a native of Longjing City, Yanbian Prefecture, Jilin Province, established the company St. Song Construction Co. His company grew bigger and bigger at a Time when China’s real estate industry was expanding rapidly, and by 2004, it had become a well-known and outstanding enterprise in Jilin province.
Liu Chenghao said, “At that time, my daughter also went to university, and my wife and I were very much in love and had a happy Family.”
In 2003, the then Standing Committee of the Longjing Municipal Committee, Secretary of the Political and Legal Committee and Public Security Director Zheng Yonghu twice approached Liu Chenghao to have his company build the Longjing Public Security Bureau Public Security Detention Center. Because the Public Security Bureau had previously had a bad debt, Liu Chenghao refused the request, thus, offending Zheng Yonghu.
In the same year, Zheng Yonghu came to the door for the third time, promising to never default on the project payment with the special allocation from the State Ministry of Public Security. Liu Chenghao finally agreed, and the next year also covered the Longjing City Public Security Bureau Anmin Police Station. However, Liu Chenghao was not able to get the money for both projects.
In the same period, Zheng Yonghu approached him again to buy 200 sets of residences for the police. In order to solve the problem of tight working capital, Liu Chenghao agreed to sell him, but when the houses were handed over in 2006, he again failed to get the money, but was accused of allegedly defrauding Hunchun City Security Door Factory of money totaling more than 130,000 yuan, was taken away by the Longjing City Public Security Bureau and detained.
Liu Chenghao said that the company due to Zheng Yonghu defaulted on the project payment caused a break in the capital chain, owes the security door factory about 40,000 yuan of payments. But because of the long-term cooperation between the two sides smooth, each other has long agreed, Liu Chenghao get the project money immediately after the settlement payment.
In July and August 2006, Zheng Yonghu repeatedly asked him to transfer the police apartment and the location of the land use rights to the Public Security Bureau, and said “the contract is signed, give you two million, release you out”. After being refused, on August 18, the Longjing City Prosecutor’s Office issued a warrant for his arrest and formally arrested Yoo Sung-ho.
Then came the endless torture.
“(They) two people a group, a group (shift) for four hours, with fists, sticks, leather shoes, people simply can not think of things to me whole.”
“I was not stripped naked when I was beaten, and a blood pressure meter was placed next to me. I fainted, to take a blood pressure, after a period of time all right to play again, all right to play again, so play three days and three nights ah.”
Liu Chenghao’s teeth were knocked out three, and his left middle finger was crushed and fractured. The case officer also threatened him that “if he did not sign, his eyes would be gouged out next.”
He was also handcuffed to the bars and “hung up by his arms and legs, with his body like a big character, for 19 hours.”
“Then at night, they shone that big light on me and let the mosquitoes bite me. Once every 10 minutes, the correctional officer came out to see if I had gas, and then turned back in.
The next 47 days, Liu Chenghao was handcuffed and shackled 24 hours a day in solitary confinement.
“Wearing shackles and handcuffs to go to the toilet to defecate, hands can not wipe the buttocks, before going to bed at night, the waist are not up, shackles and handcuffs are linked, the waist can not stand straight, lying also can not stretch straight.” “It’s not like a human being.”
After coming out of confinement, the police arranged for the murderer to watch him and prevent him from sleeping, “that year, I did not sleep properly one day.”
Yoo Sung-ho said the police treated human lives like dirt. He disclosed that a rapist was beaten into a vegetative state on the first day he was locked up and ended up dying in the hospital.
He also saw a Falun Gong practitioner who was “beaten beyond recognition” and “brought in on a stretcher. Since he was not in the same cell, he could not know the details.
He lamented that “the lives of the people inside (the detention center) are like a fly in the ointment.
After being held for 368 days, Liu Chenghao was released on bail on July 20, 2007, because the public security department could not find any incriminating evidence and the procuratorate could not prosecute.
After he came out, he discovered that the Longjing Public Security Bureau had confiscated the legal and official seals of his company and transferred his entire estate to Zheng Yonghu’s name. The police also lied to his wife that he would be sentenced to Life imprisonment or death and told his wife not to wait for him.
In order to pay for his daughter’s college Education, Yoo Sung-ho’s wife decided to go to Korea to work. His daughter, who had just entered Changchun University of Technology at the time, dropped out of school on her own because of chronic mental stress and financial problems, and went to work as a waitress at a restaurant in Korea, just like her mother.
After Liu Chenghao was released on bail, he tried every possible way to redress his grievances, he had petitioned, mailed real name reporting materials to departments at all levels, reported publicly on the Internet and contacted the media, but always to no avail.
The Yanbian State Discipline Inspection Commission had investigated his case and the Yanbian Intermediate Procuratorate had filed a protest with the Yanbian Intermediate Court, but to no avail.
During this period, in order to prevent him from seeking justice, the Longjing Public Security Bureau even called him a “meth addict” and put him in detention. At the same time, Zheng Yonghu received second-class merit, “provincial excellent director” title.
“He’s getting bigger and bigger, and his network is getting harder and harder,” Liu Chenghao said. He doesn’t know if there will be a day when his grievances will be cleared up.
