The Secretary for Immigration is in charge of administrative affairs and does not have sufficient legal training. What qualifies him to make such a ruling on personal freedom and individual rights?

This is a great damage to the social environment of Hong Kong. Hong Kong should not boast of its international status since then, and there is no protection for any foreigner coming to Hong Kong in terms of his freedom of entry and exit.
