The Hong Kong government’s strong legislation to promote the integration of Hong Kong and China, some scholars pointed out that this move adds to the rebellious mood of Hong Kong people.

The Hong Kong government intends to legislate to speed up the integration of Hong Kong and China. The Constitutional and Mainland Affairs Bureau submitted a paper to the Legislative Council, proposing to incorporate the provisions of the mainland regarding the hoisting of the national flag in schools into the Hong Kong Ordinance. In addition, the Equal Opportunities Commission (EOC) intends to amend the legislation to protect mainlanders from discrimination. Some scholars believe that the relevant mandatory measures will only have the opposite effect and increase the rebellious mood of Hong Kong people.

The Constitutional and Mainland Affairs Bureau submitted a paper to the Legislative Council to consult Members on the legislative amendments to the National Flag and Emblem Ordinance, which is expected to be discussed at the Legislative Council meeting next Thursday (18). According to the paper, the authorities proposed to amend the legislation with reference to the mainland “National Flag Law” and “National Emblem Law” draft amendments, and proposed to the provisions of the provisions on the hoisting of the national flag in schools, into the Hong Kong Ordinance.

On the other hand, the Equal Opportunities Commission submitted a progress paper to the Legislative Council, stating that the Commission is examining “discrimination between Hong Kong Chinese and Mainland Chinese” and that the current scope of application of the Race Discrimination Ordinance is inadequate, and that a “resident status” protection feature can be added to the Ordinance to deal with the problem of discrimination against Mainlanders.

The EOC cited examples such as the refusal of some restaurants to serve mainlanders and Mandarin-speaking customers during the Epidemic, and the participation of people in the universal community testing program, which sparked a “lack of tolerance” discussion on social media. The EOC said that “the inflammatory content and actions will only intensify the conflict and division” and that it must be stopped.

In fact, many schools have started to raise the national flag and sing the national anthem many years ago, but from the education sector, I do not think this practice can produce any effect of strengthening the national flag and anthem.
