Facial recognition service fees amount to millions of Guangxi many schools charging indiscriminately

A number of primary and secondary schools in Baise City, Guigang City and Guilin City in Guangxi were notified for charging indiscriminate fees. Some schools charged up to 1,360,300 yuan (RMB, same below) for face recognition equipment installation services.

On February 10, the mainland media reported that on February 9, nine primary and secondary schools in Jingxi City, Baise City, Tiandong County, Second Middle School, Guigang City, and Lingui District, Guilin City, Third Middle School were “named” for transferring fees, charging illegal fees, and charging fees in the name of the Family committee.

Specifically, in 2020, nine primary and secondary schools in Jingxi City signed agreements with third-party companies to install campus face recognition equipment and pass on the related fees to students’ Parents in disguise by charging service fees. These schools collected a total of RMB 1,360,300 in service fees for 21,331 students.

In the spring semester of 2020, the Second Middle School of Tandong County cooperated with Baise Jing Hui Technology Co., Ltd. to build a campus management information system and facilities and charged students RMB 75 per student per semester, collecting a total of RMB 48,000 yuan in service fees from the parents of 640 students. In the fall semester, the school allowed social training organizations to organize quality training for students to enter the school, charging $150 per student for clothing and instructor training, collecting a total of 111,800 yuan for 745 students.

The school also ordered teaching and learning materials that exceeded the regulations by an amount of 79 yuan per student, charging a total of 59,400 yuan for 752 students in violation. In addition to Tandong County No. 2 Middle School, six other schools in the county also illegally charged military training fees and campus information management fees, involving a total of 560,800 yuan for 5,679 students.

In addition, in August 2020, Guigang Senior High School’s sophomore class 1922 charged each student’s parents a fee of 400 yuan in the name of the PTA, for a total of 22,000 yuan from 56 parents.

In addition, in 2019, Lingui District No. 3 Middle School cooperated with a third-party company to install air conditioners in school classrooms and student dormitories, charging students $130 per student per semester for air conditioning and also charging electricity, collecting a total of $104,000 for air conditioning in classrooms for 1,737 students; $152,000 for air conditioning rental in dormitories for 2,166 students, and $55,000 for electricity.
