China has strengthened the regulation of artists’ words and deeds, and the China Performing Arts Industry Association released yesterday the newly formulated “Self-discipline Management Measures for Performers in the Performing Arts Industry”, which clearly lists 15 types of behaviors that performers are not allowed to appear, including: endangering national unity, promoting superstition, drunk driving, fake singing, misleading consumers with false propaganda, etc. Violators will be permanently banned.
According to the Xinhua News Agency, the management measures are the first Time the mainland clearly stipulates that performers should consciously comply with the norms of practice, covering ten obligatory and responsible provisions, such as abiding by social morality, adhering to the spirit of contract, respect for the cooperation team and the object of cooperation, as well as 15 prohibitions. The approach refers to performers including those engaged in Music, dance, opera, acrobatics and other forms of live cultural performance activities in China.
The 15 prohibited acts involving the political side are: endangering national unity, sovereignty and territorial integrity, endangering national security; inciting ethnic hatred, ethnic discrimination, infringing on ethnic customs and practices, hurting national feelings, undermining national unity; violating the mainland’s religious policy, and promoting cults.
Involving personal behavior and social morality are: organization, participation, promotion of illegal activities involving obscenity, pornography, gambling, drugs, violence, terrorism or black and evil forces; disturbing public order due to drunk driving, hit-and-run, malicious nuisance, etc.; business performance with fake singing, fake performance, or performance in a manner contrary to ethics, morality, public order and morality; performance in a horrible, cruel manner, etc.
Other aspects include: malicious violation or non-fulfillment of contracts, or unauthorized changes to the approved performance content; publication of illegal, contrary to social order and morality, distortion of historical facts, insult, defamation of heroes and martyrs and other inappropriate speech, or release of inaccurate information, affecting social stability; violation of laws and regulations related to advertising endorsement, false propaganda; use of professional convenience to obtain improper benefits; other violations of ethics and morality or social order and morality to cause serious social instability. In addition, the China Performing Arts Industry Association will set up an ethics committee as a specialized body to manage the ethical construction of performers and self-discipline in the industry, which will refine industry self-discipline to a specific operational level.
According to the management approach, the performers violate the practice of the seriousness of the circumstances and the degree of harm, the Association will supervise and guide the members of the industry within the scope of the different degrees of industry boycott (i.e., blocked performances), and in collaboration with other industry organizations, cross-industry joint disciplinary action.
If a boycotted artist wishes to continue to engage in performance activities, he or she must apply to the Ethics Building Committee three months before the expiration of the boycott, and the Committee will decide whether to agree to resume performances.
