First-line interview: Daqing isolation chaos more pro-exposure insider

People in Daqing, Heilongjiang Province, broke the news that the local isolation policy is in chaos. Many people were suddenly pulled into centralized isolation again when they were about to be released from Home isolation, and some were held for more than thirty days and still could not be released. Some isolators feel they are being treated as prisoners; and who can get out early, surprisingly, depends on who pays the money earlier ……

The sudden change in isolation policy centralized isolation sites are full

Daqing citizen Chen Yong (pseudonym) he came back from abroad, first in the place of entry centralized quarantine for 14 days. After that, he was sent back to Daqing by the prevention and control center in a closed-loop manner for 7 days of home quarantine in accordance with the policy, then transferred to 7 days of internal control in the community, and then released from quarantine.

During the 7 days of home quarantine, he was required to do two rounds of testing at his own expense. The first round was a serum, nucleic acid throat swab and fecal test, which cost more than three hundred dollars. The second round was nucleic acid, fecal, and environmental testing, also costing over three hundred dollars. The so-called environmental test is a swab that is wiped on clothes and bedclothes and then taken to be tested.

However, the local isolation policy changed abruptly, and on the evening of January 17, the last day after two rounds of testing and home isolation, he was forcibly taken by police to a local centralized isolation site for another 14 days of self-pay centralized isolation, seven days of home isolation, and seven days of community control.

“I said, you want to show me this regulation, where is the document issued? Based on what do I have to implement this?” Chen Yong said, “As a result, he came up with this document I have also read, is the city’s document, the entry people is this 14, 7 plus 7.”

On his way to the centralized quarantine site, Chen Yong doubted whether such Epidemic prevention means prevented and controlled the risk, or increased it.

He said, “Why should we go to the centralized quarantine together in a minibus of seven or eight people? Nor is it one person in a car, on which are all what close contacts (close contacts of infected patients) ah, or secondary close contacts ah, or some back from the risk area, all such people together.”

“Why do you work against the epidemic risking (us being) secondarily infected? We are at home, you can choose to put a seal on us, you can keep us out completely” and “find this particularly unreasonable.”

He also found that on the same day, a very large number of local people were so executed. “I estimate that ah, a total of more than ten isolated hotels in our district, now is isolated full.” He said, “All are already into the Dajing after less than 28 days, we were called in, asking us to re-implement 14 days of centralized isolation, plus 7 days of home isolation, plus 7 days of community control, we all came.”

“I’m not the worst.”

Chen Yong thought that he was unlucky enough to encounter such things, but after arriving at the quarantine site, he found that he was far from the worst.

“So many people, hundreds of people here, all in the same situation. A lot of people are after more than 14 days, say already 18 or 19 days in home quarantine, and then they are pulled in to continue quarantine at their own expense.” He said.

“There are also many people who entered the country like me, and there is a big brother who was pulled here on the 27th day and a half of entry, and has been in quarantine until today, and today is the 32nd day, and he still hasn’t gotten out.” Chen Yong said, this brother because “there are many complicated links”, “all the isolation period, if added up, almost half a year.

In addition, the concentration point has many elderly, children, people with diabetes, heart disease and other poor health, and rural people who refuse to eat boxed meals because they can not afford it.

“There is also a Family with an 85-year-old mother, but he was pulled to isolate his old mother’s own Life is not very convenient, he was also very angry, a person was pulled, the family’s old mother out of life how to do, which are not heeded.” Chen Yong said.

“After coming to this isolated location and joining this large group, after listening to everyone’s stories, they really put their own down, or for their sake, I really hope they hurry up and get out, that is, I can be a little later it does not matter, they have all been isolated for too long.”

Another quarantined older woman, her husband went to Wangkui County in early January on business and returned the same day. After returning home to Daqing, they were in home quarantine for 13 days, “looking at 14 days.”

But on the night of the 17th, “the gang of four or five people from the local public security bureau forced me to come, I said I had no money to go, he said it doesn’t matter if you don’t have money, you go, we don’t want the money. The community woman also said, you go without money is fine, you such conditions we do not want money. Give us a hardship report, we do not come to have to let us come, more than nine o’clock to us knock on the door ah, 11:30 to come here.” The older woman said.

After the old couple was brought to the isolation point, a few nights are not sleeping well.

Auntie said her husband was isolated in a room across the hall. He is not well, his legs are black due to varicose veins, he can’t even walk a hundred meters, and he can’t afford to have surgery.

She herself has a bad stomach and serious gynecological problems, but the isolation site conditions are limited, she can not sleep all night.

Staff attitude bad government play missing

Chen Yong said that the management of the isolation site attitude is very bad, they are “like treating prisoners,” but no one has ever explained why many people in the nearly 20 days after entry, to be pulled back to centralized isolation.

“On the night of the 17th and 18th, these people basically did not sleep much, and some of them had heart attacks and took heart pills.”

In addition, the quarantine site can not guarantee regular delivery of meals, sometimes 8:00 in the morning breakfast has not come, sometimes 7:00 in the evening, dinner was delivered. For some elderly people who have diabetes and must eat on Time, it is very painful.

Chen Yong said, “We are irregular, fearful, the mood is not good, stay here to be subjected to people’s such a blank stare, as if we have done something wrong, we are in a very bad mood.” “These days, these people in the group do not sleep one night after another.”

So, they called around to complain.

“We called various epidemic prevention departments, they all kicked the ball, then called Daqing City, and they didn’t care about the mayor’s hotline. We called the community again, and the community told us to call the epidemic prevention department. The phone calls are: either not working, or can not be solved, do not know.”

Chen Yong said they called the State Council, newspapers, news agencies, but “either not answer, or will say, you this is the epidemic prevention work, are so with me, is a special period, too entangled in this provision what such, the epidemic is currently you are obedient, patient. Every time you hear these words.”

Media refuses to report on postings being talked to and deleted

Seeking help from the authorities without a door, the people at the isolation point sent messages on social platforms such as microblogging and shaking. But instead of assistance, they waited to be told to shut up.

Chen Yong said, “No one really understands us, we posted these microblogs and shakes, and we were all talked to. Because the microblogging system is real name, he will find who you are, in which place isolation, and then they find the person in charge of the hotel, told us how to delete this microblogging ah, and then said you have to learn to be smart, do not affect the family.”

Some people recounted the real situation of their isolation on Weibo, and insisted on not deleting the post after being approached by the person in charge of the hotel.

“After ten minutes, a different police officer called him, or continued to convince him to delete the microblog, he still did not delete. After about an hour or so of conversation, the police told him the cost of isolation of the hotel, ‘you poor in this cost? Or give you to bear the cost of this thing.’ Then also said, ‘If you have any dissatisfaction with the isolation conditions, I can send you some fruit ah, send some Food ah, see what you need I send you, see if you can delete this microblogging.’ Hard can not come to soft. But he still insisted, has not deleted this microblog.” Chen Yong said.

In addition, a local media replied after receiving the call, “We either don’t dare, or don’t report these things.” Meanwhile, almost all of the messages that people sent to Shake on the night of the 17th were deleted.

Policy changes again two rounds of negative tests can leave early

Chen Yong said the cost of the hotel he was isolated for a day 240 yuan, many people can not afford it, in the WeChat group for a long time.

“There are a lot of people he is out to work on their own to earn this money, you pull to isolate no wages, you this isolation is also so high consumption. Many people are saying, I just can’t pay this money even if I die, I have High blood pressure, I also have a brain infarction, medical bills I can’t pay, how can I pay you this money which.”

So, the policy has changed again.

On the 19th, the hotel sent a notice saying that with two rounds of negative tests (nucleic acid, serum, stool) at 24-hour intervals, you can be released from quarantine (except when you come back from outside the country). So, people started to do the tests actively.

On the 20th, people started to leave one after another. But the order of departure was: whoever paid for the hotel first left first.

Chen Yong said, “From morning to night, we seem to have only two ambulances in this hotel to escort you. Send one, come back one, you are late, maybe 20 minutes late. If you are late again, you can not return today, you have to stay another day, so we are very positive to pay this money. I don’t pay today, I’ll spend the day here today, I’ll pay more money tomorrow.”

“Back and forth, there should be a dozen staff, yesterday (20th) probably went out more than twenty people.” “It was said that there were 76 people on the list that could be released yesterday, but half of them didn’t make it out, for reasons unknown. After you are released from isolation, you have to contact your community, and after you are sent to the community by ambulance, the community has to sign you out before you can get off, or you are not allowed to get off. It’s that you can’t move around on your own.”

Chen Yong: especially no human rights regret returning to China

Talking about just returned to the country to encounter such things, Chen Yong did not hold back tears.

He said, “After I came back, I feel particularly no human rights. I was in a foreign country for many years and actually wanted to return home. Because of the epidemic, my Parents want me to go back to my country, they don’t want me to stay outside.”

“But after I came back, I was particularly disappointed, and I didn’t know why there was no place to reason. Maybe I’m used to living abroad, and I want to go and figure this out, why as a police officer, as a civil servant not to talk to me about this matter, so brutally let me go compulsorily.”

Chen Yong said he regretted his choice and began to consider whether to leave the country again.
