Former Yunnan Provincial Party Secretary Qin Guangrong was sentenced to seven years in prison on Jan. 19 for accepting bribes. Qin, who was accused of accepting more than 23.89 million yuan in bribes, is the first senior official at the Communist Party level to “voluntarily surrender”.
Qin was accused of taking advantage of his position as secretary, governor and member of the Standing Committee of the Yunnan Provincial Party Committee from 2003 to 2014 to seek benefits for relevant units and individuals in the areas of project contracting, equity transfer and job promotion and adjustment; and accepting large amounts of property from others directly or through relatives from 2000 to 2018, equivalent to more than 23.89 million yuan.
Qin Guangrong, 70, a native of Yongzhou, Hunan Province, served in Hunan Province for a long time before 1999, serving as secretary of the Communist Youth League of Hunan Province, deputy secretary of the Hunan Provincial Committee of the Communist Youth League, deputy commissioner of the zero ling regional administration, etc. From January 1999 to November 2014, Qin Guangrong served in Yunnan Province, where he was a member of the Standing Committee of the Yunnan Provincial Committee, secretary of the Political and Legal Committee, minister of the Organization Department, executive vice governor of the provincial government and other positions. From 2014 to March 2018, Qin Guangrong served as deputy chairman of the 12th NPC Standing Committee on Internal Affairs and Justice.
On April 6, 2019, Qin Guangrong voluntarily surrendered, becoming the first senior official of the Chinese Communist Party at the ministerial level to “voluntarily surrender”; on November 25 of the same year, Qin Guangrong was indicted.
After Qin’s fall, the details of Qin’s corruption were disclosed in a Communist Party anti-corruption feature film. The film mentions that Qin Guangrong came from a farming family, but after becoming a provincial ministerial official, he “gathered money without scruples”, while his wife also received a lot of bribes. In the picture, Qin Guangrong’s home was found by the case officer bundles of cash, in addition to the yuan, there are dollars and euros and other foreign currencies.
The picture shows that Qin Guangrong built a mansion in his hometown of Yongzhou, Hunan Province, known as the “Qin family compound”, with an area of about 1,600 square meters and an antique shape, described in the narration with the words “flying eaves and corners, luxury and grandeur”.
In addition to the “Qin Family Compound,” Qin was also found to own a luxury villa in the eastern suburbs of Beijing, in Tongzhou District, with an area of about 1,200 square meters.
In July 2018, the mainland’s Caixin Weekly said that in January 1998, when the Changsha Municipal People’s Congress elected a new mayor, Qin Guangrong, then secretary of the Changsha Municipal Committee, operated to have a non-authority nominee jump out of the ballot box and be elected mayor. A number of Hunan officials have also revealed that Qin Guangrong had affairs with several women during his tenure in Yongzhou.
The report said that after Qin was transferred to Changsha, a woman from Yongzhou with a big belly went to the municipal compound to look for Qin Guangrong, who was later smoothed over by Qin’s wife’s brother Huang Yongming, who used Qin’s influence to grab money.
Qin Guangrong’s only son, Qin Ling, was investigated in November 2018 in connection with the Huarong Lai Xiaomin series of cases, and six months later, Qin Guangrong surrendered with his wife.
The company’s wife, Huang Yulan, began to be a keen “basket-carrier” (meaning “empty-handed” in Hunan dialect) when she served in Qin’s zero-layer local committee.
In addition, according to overseas media reports, Qin Guangrong is a former party leader of the Communist Party of China, Jiang Zemin’s faction, and has been rumored to be under investigation in the past, but has repeatedly “landed safely”. He was promoted from secretary of the Yunnan Political and Law Commission to secretary of the Yunnan Provincial Party Committee under the care of Zeng Qinghong, and has been funneling benefits to the Zeng Qinghong and Zhou Yongkang families in Yunnan. The company has been accused of selling hundreds of billions of dollars in minerals, and his son, Qin Ling, is “working with the outside to make money”.
The source of information has said that Qin Guangrong to ingratiate himself with the order plan, transferring benefits to him. It is said that Qin Guangrong also embezzled state assets, transferred to the family and Zhou Yongkang family, in exchange for more political benefits and protection; and Qin Guangrong and Chongqing former municipal party secretary Bo Xilai more special relationship. During Bo Xilai’s visit to Yunnan Province, Qin Guangrong, then secretary of the Yunnan Provincial Party Committee, accompanied Bo Xilai to “feed the seagulls”.
