The Chinese Communist Party has revealed that the policy of delaying retirement will be implemented in the mainland, but some people believe that the delay will make it harder for young people to find jobs and harder for the elderly to find jobs in an environment where it is already difficult for young people to find jobs.
On Nov. 3, the Communist Party proposed “gradually raising the legal retirement age” in its 14th five-year plan proposal. On Dec 6, Zheng Bingwen, a member of the Chinese People’s Political Consultative Conference (CPPCC) and director of the World Social Security Research Center under the Chinese Academy of Social Sciences, said the reforms will be implemented during the 14th Five-Year Plan period as scheduled.
Sun Yongyong, an executive researcher at the World Social Security Research Center under the Chinese Academy of Social Sciences, said the policy will not be delayed for long, caijing, a mainland magazine, said on January 5.
“With the improvement of education level, the average age of employment is also increasing, and people are getting ‘old’ later,” sun said. Many people will retire while they are still able to work, which is also a waste of human resources.” However, the policy of postponing retirement will not be put off for too long. The later it is implemented, the less space there will be for it to be implemented in the future. If it is implemented earlier, you can take small steps slowly and gradually, and make adjustments according to opinions.
All this suggests that it is imperative for the Party to raise the retirement age. But the move has also raised concerns.
First of all, postponing the retirement age will not solve the problem of the aging society. On the contrary, people should retire early.
Li Jia, deputy director of the Aging Society Research Center of Pangu Think tank and deputy director of the Professional Committee for Aging, summed up the cases in developed countries and found that delayed retirement cannot fundamentally solve the problem of aging society, and aging cannot be viewed in isolation. In fact, the problem of aging is a mixed topic of “aging with fewer children”.
Li jia believes that young people on the mainland are having children later in life, or even infertile. If parents retire early, they can go back home to help their children take care of their children, which can solve the problem of population decrease on the mainland. If retirement is delayed, it will be harder for the elderly to enter the home to care for their children, and the willingness of young people to have children will be even lower.
Second, if retirement is delayed, young people will not be replaced, and the Party’s employment policy should be adjusted accordingly.
After delaying retirement, the elderly stay in their jobs for longer, continue to occupy jobs and delay young people’s employment.
Li jia believes that when there are a certain number of jobs, delaying retirement will affect young people’s employment, and the reduction of job opportunities will also expose those who are about to retire to the risk of “hidden unemployment”.
At present, millions of mainland college graduates alone cannot find a job every year, not to mention the unemployed migrant workers.
At present, many enterprises and even government departments in the mainland have an age limit when recruiting civil servants. The general age limit is 35, and it is difficult to find a job once you are between 40.
Some netizens said that if the retirement age is raised, the government should first change the age at which civil servants are recruited. At the same time, we should solve the problem of re-employment of the elderly.
Have again, the expert expresses, if must defer retire, adopt gradual type, flexibility time is better.
Hu Xiaoyi, president of the Social Insurance Society of China and former vice minister of the Ministry of Human Resources and Social Security, said the gradual approach is precise, pointing out the direction and setting out the implementation method. “The groups involved may be flexible, some may have a higher intensity, and some may have flexibility and a certain degree of selectivity.”
However, some experts disagree, saying that flexible options are bound to lead to arbitrage. How to identify the criteria for early retirement and avoid the moral hazard behind should be fully considered in advance.
The reason for the delay in retirement is widely believed to be that mainland pensions cannot make ends meet.
According to the Third Pillar of Pension Research Report released by the Insurance Industry Association of China on November 20 last year, China will have a pension shortfall of 8 trillion yuan to 10 trillion yuan in five to 10 years, and the gap will further widen over time.
According to the Actuarial Report on Chinese Pensions 2019-2050, released by the World Social Security Research Center of the Chinese Academy of Social Sciences, pensions will exhaust the accumulated balance by 2035.
On Dec 6, Zheng Bingwen, a member of the Chinese People’s Political Consultative Conference (CPPCC) and director of the World Social Security Research Center at the Chinese Academy of Social Sciences, also publicly acknowledged that the mainland’s pension system is under great pressure.
The current retirement system in mainland China are issued in the 1950 s, men over the age of retired at age 60, female cadres over the age of 55 years of age, female workers over the age of 50 – year – old retired, engaged in the underground, high altitude, high temperature, heavy manual labor, and other harmful to health work and at prescribed in this kind of working staff, male year full 55 one full year of life, female year full 45 one full year of life.
At present, there are two opinions on delaying the retirement age, namely, raising the retirement age to 60 for both men and women, while some suggest raising the retirement age by five years on the current basis.
The Chinese Communist Party’s policy of postponing retirement has caused discontent on the mainland.
Netizen “Fengsui” said: “What should those who are old enough to quit but can’t find a job do? How do you not get laid off?”
“996. If we delay the pension, I’m afraid the migrant worker will have died before the pension is covered,” a Sina netizen called “Beijing Jingogo” quipped.
“Sorry, few people are willing to postpone their retirement,” said a netizen named Gan Xiansen.
“Lu Ming” said: the key is to develop the economy, increase employment: “the elderly do not delay retirement pension can not provide, delay and squeeze young people’s job opportunities, or need the whole society to increase employment supply to solve the contradiction.
