On Monday (4), the first working day of 2021, the Communist Party’s Central Commission for Discipline Inspection (CCDI) announced the expulsion of four state-owned enterprises and local officials, including Hu Wenming, the chief director of the development of the first domestic aircraft carrier; Wen Guodong, the former vice governor of Qinghai Province; Deng Zuolin, the former vice mayor of Chongqing City; and Luo Jiaqin, the former chief accountant of COFCO. Hu Wen Guodong was accused of acting as an “umbrella” for illegal coal mining, Deng Zuolin was accused of “deluding himself about the major policies of the CPC Central Committee”, and Luo Jiahui was accused of “interfering with the inspection work”.
The Commission informed that Hu Wenming, the former chairman of China Shipbuilding Industry Corporation (CSIC), was expelled from the Communist Party of China (CPC), and his entitlements were cancelled, and the proceeds were seized. The Central Commission for Discipline Inspection criticized Hu Wenming for “losing faith, deviating from the original intention, lack of party spirit, ineffective implementation of major decisions and deployments of the Party Central Committee, distorted view of political performance, and favoritism, abuse of power, causing significant losses in the assets of state-owned companies”. Hu Wen Ming was the chief director of the development of China’s first domestic aircraft carrier, the Shandong Ship.
Wen Guodong was “double-opened”, the Central Commission for Discipline Inspection (CCDI) said he lost the Party’s ideals, beliefs and purposes, and perfunctorily made major decisions and deployments to the Party Central Committee, and acted as an “umbrella” for illegal coal mining, leading to the problem of illegal coal mining in the southern Qilian Mountains in Qinghai’s Muli mining area, which has not been cured and is still prohibited.
He was also criticized for losing his ideals and beliefs, lacking the “four consciousnesses”, deviating from the “two safeguards”, engaging in cliques within the Party, making political capital, being a keen political speculator, deludedly discussing the major policies of the CPC Central Committee, engaging in superstitious activities, receiving gifts and accepting banquets for a long time, being morally corrupt, and engaging in power and sex deals, and being willing to be “hunted”.
Luo Jiabai was also “double fired” by the Commission for Discipline Inspection, which reported that he lost his ideals and beliefs, was politically indifferent, interfered with inspection work, confronted organizational review, and irregularly accepted banquets that might affect the impartial execution of his official duties.
