Zhao Xia (a pseudonym) is 50 years old, and in 2018, she was a guarantor for a friend’s loan from Li Guiyuan, and the two sides signed a guarantee contract. Zhao Xia recalls that not long after, she received a collection call from Li Hui. The other party told her that as the lender was late in repaying the loan, she, as the guarantor, needed to assume joint and several guarantee responsibilities, “he said he had many people under him, I was a person with a family and children, he could find me anywhere,” Zhao Xia felt that she was “threatened and intimidated”. Another victim said he bought a used Honda through a loan from a company in Li Guiyuan’s name and paid the loan back on schedule, but after paying the loan in full, the company seized his security deposit of 20,000 yuan, which has not been returned. He had gone to the door several times to ask for it, but was verbally abused.

The Dongying District Court found in the first instance that between October 2016 and March 2018, Li Guiyuan and Li Hui arranged for Cao Lingling to direct collection officers to use the pretext of a prior vehicle sale and purchase guarantee agreement to install, replace and upgrade vehicle GPS, handle overdue procedures, renew agreements, deal with violations and pay fines by fabricating means to go to the homes of car buyers, guarantors and intermediaries or to bring the aforementioned people to designated place, to seize the vehicle, illegal restriction of personal freedom, beatings, stalking, nuisance and other ways to forcibly demand high amounts of default, security deposits, towing fees, etc., suspected of illegal detention 16 cases, provocation 6 cases, extortion 214 cases.
On November 20 this year, the Dongying District Court sentenced Li Hui to 23 years in prison and confiscated all his personal property for the crimes of organizing and leading a triad organization, illegal detention, provocation and nuisance, extortion and blackmail, illegal residential trespass, loan fraud, contract fraud and bribery of non-state employees, while the other defendants were sentenced to 16 years to one year and six months in prison. The other defendants were sentenced to prison terms ranging from sixteen years to one year and six months. It is reported that Li Hui did not accept the first trial verdict and has filed an appeal.
For Li Guiyuan, who is still at large, a police source said, “I hope she recognizes the situation and surrenders as soon as possible for leniency.”
